The Director, Risk Management is accountable to the Vice President, Finance & Administration for the oversight, development, implementation, management and operation of the Enterprise Risk Management (ERM) Framework and the Internal Control (IC) Framework. The incumbent provides risk management leadership and guidance to senior administration and across the College, at all levels, while actively executing, promoting and advancing an ERM doctrine to build and sustain a culture of informed risk awareness. This includes the development and implementation of policies, plans, procedures and processes that serve to integrate risk management practices (risk identification, risk assessment, risk controls, risk monitoring) within College strategy and business planning frameworks and practices.
The Director, Risk Management carries responsibility for the operating areas of the corporate security program, occupational health & safety system, emergency management and business continuity, internal control, legal counsel support, corporate insurance portfolio and claims management as well as the freedom of information case management process
The incumbent ensures that these mandates are integrated operationally to achieve a highly functioning risk control management system for the College. The risk control management system is focused at an operational level on mitigating College risks and reducing the frequency and severity of losses that may affect the College adversely. The incumbent provides the necessary guidance to College leadership in carrying out activities in order to produce the highest possible degree of safety & security in the learning, working and social environments across all College Campuses.
The Director, Risk Management is responsible to monitor the relevant external legislative, regulatory and social landscapes to research, develop and prepare management policies and plans at the College-wide level and is accountable to guide them through appropriate College bodies for review and approval including final approval by the Algonquin College Executive Team.
Key Responsibilities
Risk Management
  • Oversees the corporate insurance portfolio and coordinates processes for College legal affairs (excluding labour relations).
  • Provides leadership in the development of the College ERM framework and programming, while taking a lead role with the College Risk Management Committee to facilitate effective oversight by the Audit & Risk Management Committee of the Board of Governors;
Occupational Health & Safety (OHS)
  • Provides leadership for the delivery of an effective OHS system and oversees the functioning of the internal responsibility system for health & safety.
Corporate Security
  • Oversees the effective implementation and execution of integrated security and emergency preparedness strategies and related management policies in collaboration with senior leadership, external advisory groups and regulatory agencies.
  • Provides leadership to ensure the execution of corporate security strategy and programming that demonstrates College commitment to safety while incorporating prevention, monitoring / detection, enforcement and disciplinary systems in an effective and integrated model;
Development, implementation and deployment of emergency management and business continuity policies, plans, procedures and response capacity for the College.
  • Provides leadership and direction for the overall development and maintenance of an emergency management framework and business continuity planning process in order to maintain an acceptable level of College capability in response to and recovery from emergencies;
  • Provides guidance to College leadership in the development of emergency management and business continuity strategies to contribute to an overall College preparedness level that meets College needs.
Development and delivery of training
  • In consultation with management, identifies, develops, implements and coordinates robust specialized training and awareness activities and materials that support integrated security, emergency preparedness, safety and risk management services and ultimately contribute to an increased level of risk awareness, safety and preparedness within the College community.

  • Minimum 13 years demonstrated risk management leadership experience in a large, complex, institutional, unionized work environment or similarly sized community;
  • Position is paid at Payband 14
  • Certified Protection Professional (CPP) or equivalent professional security designation would be an asset
  • Previous demonstrated risk management leadership experience in a large, complex, institutional, unionized work environment or similarly sized community.
  • Three (3) year diploma/degree in Law & Security Administration or Police Sciences or Occupational Health & Safety or in other disciplines aligned with the key duties of this position (eg. internal control, commercial insurance, law)
  • Certificate in Risk Management (CRM) or equivalent risk management designation or related experience
  • Additional courses or programs of study related to Occupational and Health & Safety, Security, Emergency Preparedness, Leadership, Risk Management, Insurance and/or Loss Control;
