Job Purpose
The Branch Manager is responsible for the day-to-day operation of the branch and for ensuring key performance indicators, as set out internally by the organization and by the government funder, are being met. The BM is accountable for the success of the public partnerships’ programs, ensuring that funding is secured each fiscal and for overall success of the branch.
Key Job Functions
Achieving Monthly Targets & Maintaining Program Standards:
- Tracks, measures and reports on program outcomes monthly to the AVP, PP
- Ensures that the program is delivered per established organizational standards of quality
- Completes weekly, monthly and quarterly status and adjustment reports as per the yearly outlined schedule
- Ensures that branch staff consistently meet their weekly and monthly service targets as set out by the MLTSD
- Oversees and audits employee work with respect to recordkeeping as well as accuracy of client files and documentation ensuring zero-error rate
Staff Support & Management:
- Promotes and instills the organization’s Core Values in the branch staff
- Follows disciplinary process when necessary in accordance with company policies and procedures and/or the collective bargaining agreement (if applicable)
- Plays a collaborative role along with Human Resources Department in the hiring process
- Ensures that employees are suitably trained in line with training plans provided by the Learning and Development team
Community Presence & Development of Growth Opportunities:
- Keeps abreast prevailing issues as well as potential business opportunities and reports these to management
- Maintains and promotes corporate presence among community partners and attends community meetings as a representative of the organization
- Sustains comprehensive awareness of the local labor market and overall economic conditions
Branch Management:
- Supports the overall performance and activities of the branch
- Manages the financial and budgetary requirements of each program in the branch
- Ensures marketing deadlines are met
- Maintains health and safety practices within the branch as per policy guidelines
- Identifies areas of risk, recommends remedial action and executes them to ensure a sufficient resolution
- Completes the annual marketing strategy and business planning for the region in line with reporting deadlines

- Ensures participant suitability criteria meets MTCU target
- Effectively maintains a thorough understanding of each branch function within the region, the ability to act as a backup to any role, if needed and resolves any problems impacting the branch so, the program is delivered as per Ministry standards
- Ensures target is met in terms of employed/career path and training/education core measure

- Achieves all daily, weekly and monthly branch targets by supporting, auditing and reporting on the fulfillment of each staff member’s daily, weekly and monthly individual targets

- Supports the branch staff in ensuring targets in assigned programs are met in key target areas as outlined in the MLTSD contract:
- Ensures workshop activities/information session participants target is achieved in the fiscal year
- Ensures service coordination target is met
- Ensures number of assisted service participants is met as per MTCU target
- Ensures the allocated personal supports and/or incentives are spent for the fiscal year
- Ensures the allocated employer incentives are spent for the fiscal year
Staff Support & Management:
- Creates and manages development action plans for all staff to ensure growth within the role and organization.
- Effectively manages staff to ensure coverage as per the needs of the clients and assigned programs, in accordance with MLTSD guidelines to reach all set out targets
Region Management:
· Propagates the branch’s presence within the regional community, develops marketing strategies as well as keeps current with the economic and local labour market.
Community Presence & Development of Growth Opportunities:
· Fosters strong relationships with all members of the surrounding community to optimize the branch’s performance as well as develops strong employer and community partner relationships to support service coordination and job development.
Experience, Education, Skills and Knowledge
- Position specific qualifications:
- Post secondary education in a related discipline such as business administration, social services, marketing, human resources, recruitment and selection and/or public relations.
- Minimum 3 years of management experience
- Experience in the Employment Services industry an asset
- Excellent organization, communication and interpersonal skills
- Proven leadership skills and problem-solving ability
- Working knowledge of the EOIS and CAMS system as asset
- Maintain complete, updated hard and soft copy files and produce statistical documentation
- Be detailed-oriented, accurate and organized
- Ability to adapt to a fluctuating workload
- Other requirements:
- Must have a valid driver’s license, a vehicle and insurance
