The Advisor, Data Governance and Technology Compliance, reporting to the Director, Data Governance and Technology Compliance within the Office of the Chief Information Officer (OCIO), is responsible for assisting with the development, implementation and monitoring of Questrade’s enterprise-wide data governance framework as well as ensuring that policies and standards are in place and data management processes are designed and operating effectively within the organization. This individual will also assist with the build out of the Privacy-By-Design practice at Questrade.


The successful Advisor, Data Governance and Technology Compliance will also participate as a key member of the team that builds and implements the program, processes and practices They will be responsible for receiving, interpreting and effectively communicating existing and emerging regulatory requirements for data management, privacy and consent management across the IT organization and assisting with validation that systems are designed and/or enhanced to meet and deliver regulatory and legal requirements.


What’s it like working as aAdvisor, Data Governance and Technology Compliance at Questrade?


  • Monitors data performance indicators and participates in audits where knowledge of data and privacy practices is required.
  • Assists in the development and/or review of Data Processing Agreements for intercompany and external party arrangements.
  • Works with the Data Stewardship structure (Trustees, Owners, Stewards, Guardians and User) to help ensure the appropriate processes are in place.
  • Partners with Legal, Privacy, Security, Compliance and IT Governance Risk and Control to ensure risk and regulatory requirements are understood and embedded into data products and processes and as appropriate, advise these relevant stakeholders on data governance-related matters.
  • Identifies and reports on gaps in data handling, privacy and consent management within IT systems and implements and tracks associated corrective actions.
  • Serves as a subject matter expert leading the Privacy-By-Design program across Questrade in partnership with the Chief Privacy Officer and other executive stakeholders.
  • Collaborates with IT and system owners to ensure the completion and maintenance of the data inventory and data mapping covering existing, new and third parties data sources and exchanges.
  • Collaborates across business functions to build sound data governance processes while ensuring there is alignment between business priorities and constraints.
  • Participates in the design and implementation of company-wide retention policy and procedures and convey requirements to IT stakeholders.
  • Establishes roadmaps and ensures adherence practices to the enterprise data governance framework to oversee Data Management, Data Access, and other data-related policies, standards and practices.
  • Provides practical advice and guidance to IT stakeholders on privacy and data governance requirements at all stages of project and system design life-cycle.
  • Lead multiple transformative data governance/management and privacy initiatives working with various workstream leads to deliver the data governance elements of the Enterprise Data Strategy.
  • Participates as a member in the Data Governance and Regulatory Solutions Business Analysis team.
  • Participates in data issue management, data risk analysis and builds the operating model including KPI management for Data Governance.

  • Expert knowledge of global data governance and management principles and deep understanding of data risk management and applicable controls.
  • Ability to improve operational efficiency, service delivery and information management across the IT organization in the context of data and data regulations.
  • Experience in project management, process improvement, and organizational change management approaches.
  • Thorough understanding of data and systems infrastructures and proven ability to build automated data governance processes using critical thinking skills to process data from multiple sources, forecast scenarios and encourage automation.
  • Experience with measurement, performance, trending, and reporting of all areas in data governance and management and for ensuring accuracy of risk and financial regulatory reports.
  • Experience in undertaking information privacy impact and data risk assessments or equivalent experience in the analytical review of privacy and security policies and procedures.
  • Professional certifications in data governance and/or privacy is an asset but not a requirement.
  • Ability to identify key technical aspects pertaining to technology and business operations in legislative and regulatory proposals, synthesizing regulatory obligations for internal use and applicability.
  • 10+ years of experience in Data Governance, Management and Analysis.
  • Excellent oral and written communication skills, including the ability to explain technology solutions in business terms, establish rapport and persuade others.
  • Experience in the use and application of data governance principles and in writing and guiding the development of technical policies, standards and processes.
  • 5+ years of privacy compliance experience with knowledge of Canadian and US privacy legislation (i.e. FIPPA; CCPA; CASL; etc.); freedom of information and privacy policies; and familiarity with current industry technology and systems used to meet operating, monitoring and reporting requirements.
