Prepare budget reviews through detailed analysis of development proposals with comprehensive knowledge of typical Lenders’ requirements and terms of engagement;

Minimum 2 to 8 years of related experience;

Professional qualification in place or very close to being obtained: PQS and/or MRICS;

University degree or equivalent in Quantity Surveying, Construction, Engineering or Finance;

Lead quality assurance/quality control activities (e.g.; artifact reviews, project audits) to ensure compliance with internal/external audit requirements.

Create briefing notes (including benefits/challenge analysis on all options) to justify large-scale change within the project methodology and other departmental services.

7-9 years of job related experience.

Advanced experience in creating/supporting standard templates in MS Word, MS Excel, MS PowerPoint, MS Visio etc.

Knowledge of software configuration approaches and best practices to workflow design.

Demonstrated verbal and written communication skills.

Minimum of 2 years of progressive experience in emergency management, business continuity, climate adaptation, critical infrastructure protection or a related field.

Excellent project management, critical thinking, and problem-solving skills.

Knowledge of federal, provincial, and municipal policies related to emergency management and critical infrastructure protection.

Certifications in emergency management, business continuity management, logistics, climate adaptation, or related fields would be an asset.

Bachelor's degree in Climate Adaptation, Geography, Engineering, Emergency Management, or a related field.

Excellent verbal and written communication skills.

Change management and quality assurance. You will review all aspects, applications, and details. You will:

Process payment certification under construction contracts in compliance with the Provincial Lien Act.

Visit construction sites. You will review the contractor and subcontractor progress claims monthly. You will:

Track project budget, against cost-to-date and cost-to-complete.

Report, to the lender, on the overall progress of the project and anticipated completion dates.

Must possess good written and oral presentation skills and the ability to communicate ideas effectively to senior management.

Reporting: Provide periodic reports of program status and progress to management.

Ability to supervise complex projects including development of plans for scope, timeline, budget, issue management and managing change

Experience in using JIRA, Confluence, Portfolio, Agile methodology, Waterfall and MS office

Experience building and managing a project schedule using MS project or similar GANTT charts

Experience managing multiple vendors to deliver the full scope of projects
