Technologist – Underground Design (Continuous)


Engineering & Public Works Department


POSITION FUNCTION


Perform design, project management, contract administration and construction supervision functions related to the maintenance, rehabilitation, replacement or new construction of municipal underground infrastructure.


KEY DUTIES


Assist in the administration of the water, sanitary sewer and storm drain infrastructure; recommend and oversee projects for capital budget, including estimates and capital schedules; draft bylaws and standard operating procedures revisions; review water quality issues; provide oversight to issues related to the waterworks, sanitary sewer and storm drain systems.


Conduct systems investigation/analysis; initiate water, sanitary sewer and storm drain modeling; write job scope and design memorandum; analyze and chose rehabilitation methods, including trenchless technology; investigate and analyze new trenchless technologies and recommend use if appropriate; conduct field surveys; produce preliminary and detailed design drawings; produce detailed cost estimates; write technical reports; obtain Vancouver Island Health Authority approval; review and assess video inspection reports of sanitary sewer and storm drain and design methods of rehabilitation; perform database updates.


Administer contracts and manage projects; define specifications; produce tender documents and drawings; participate in project meetings; conduct and report inspections and testing; monitor project costs; act as contract administrator.


Represent the section with City crews and departments, contractors, consultants, developers, VIHA, CRD, utilities, Township of Esquimalt, other outside agencies and the public; answer inquiries and provide advice re systems and project coordination as required.


Provide direction to approximately one assistant; ensure schedules, performance and safety standards are met; provide employee training and input to employee performance appraisals; operate a vehicle to transport equipment and materials.


Track source of contaminant inflow; problem solve low pressure issues; troubleshoot new water, sanitary sewer and storm drain service issues; install and remove system analysis instrumentation and analyze data; provide fire flow information; resolve billing problems; conduct flooding investigations during heavy rain.


Perform related duties where qualified.


INDEPENDENCE


Work is generated through annual programs and objectives or is assigned by supervisor.


Work is reviewed through reports and meetings with supervisor.


Issues such as specialized designs and major expenditures are discussed with supervisor.

Understand and apply the methods and techniques of civil engineering design, project management, contract administration and construction supervision.


Working level operation of current City word processing, spreadsheet and related specialty software.


Produce and interpret engineering plans and drawings.


Provide technical guidance and advice to user departments.


Use a variety of survey instruments.


Establish and maintain effective working relationships.


Deal effectively with the public and outside agencies.


Work safely on job sites.


Qualifications


Formal Education, Training and Occupational Certification


Technical School Diploma in Civil/Structural Engineering Technology. (2 years)


Master Municipal Contract Documents Administrator’s Course. (16 hours)


Registration or eligibility to register as an Applied Science Technologist (A.Sc.T.) with the Applied Science Technologists and Technicians of BC (ASTTBC).


Current and valid Class 5 B.C. Driver's Licence.


Experience


4 years of related experience including contract administration and project management.


or an equivalent combination of education and experience.


OTHER


May be requested to substitute in a more senior position.


Work schedule Monday – Friday, 800am – 430pm, 35 hour work week


$46.65 per hour, Pay Grade 14
