Apply your Knowledge, Skills & Abilities:

  • You will lead and participate on HR related projects and initiatives (lunch & learns) as required.
  • You will work in consultation with various key HR stakeholders including the HR People Partners in supporting the design and implementation of workforce planning including short and long-term strategies, goals and Labour Relations Advisors on any labour relations concerns pertaining to recruitment activities.
  • You will provide mentoring, support and development of the Talent Acquisition Assistants.
  • You will use your skills and experience to provide guidance and recommendations to hiring managers related to the implementation of innovative, best in class Talent Acquisition practices
  • You will develop and implement metrics to identify successes and opportunities for improvement in the design of recruitment strategies and practices that support client and organizational objectives in order to meet recruitment targets/service level agreements.
  • You will act as a change agent in leading and driving innovative, proactive recruitment strategies including identifying emerging recruitment trends, attracting passive candidates and incorporating DEI strategies to reach, engage and attract high potential and diverse candidates to support the building of a talent pipeline.
  • As the subject matter expert, you will collaborate with hiring managers to lead and facilitate full cycle recruitment activities to meet corporate and divisional priorities while ensuring that processes and practices adhere to employment legislation, collective agreements, and all applicable policies.
  • Review, refine and/or develop standardized tools for common HR processes including but not limited to templates, selection tools to provide information and guidance for leaders and staff.
  • You will have the opportunity to lead various recruitment initiatives including, representing the Region at career fairs, development of internal and external recruitment outreach events, establishing relationships with Colleges, Universities other educational institutions.
  • You will support the Manager, Talent Acquisition and the TA team with a variety of TA related projects that contribute to the operational and strategic needs of the organization including (HXM ATS implementation, Employer branding, TA DEI initiatives, TA Lunch and Learns, Social Media, etc).


Apply Your Experience at the Region of Waterloo

  • Ability to support and demonstrate the Region’s values.
  • Solid time management and organizational skills.
  • Designation as a Certified Human Resources Professional (CHRP) is an asset.
  • Experience with Applicant Tracking Systems (ATS) and Human Resources Information Systems (HRIS).
  • Strong interpersonal skills to develop and maintain relationships with all levels of management, candidates, employees and other external sources.
  • Advanced knowledge and ability to interpret and apply the relevant language of collective agreements and of relevant policies, regulations and legislation.
  • Solid working knowledge of candidate sourcing tools and networking, social channels.
  • Ability to work collaboratively in a team or individually with minimal supervision.
  • Ability to travel within and occasionally outside Waterloo Region.
  • Strong verbal and written communication skills and presentation skills.
  • Solid analytical skills to review and assess applicants, and to conduct trend analysis and produce recruitment metrics.
  • Advanced knowledge of Human Resources concepts, practices, methods and techniques, with emphasis on recruitment.
  • Advanced problem-solving skills along with sound judgement to assess and resolve/escalate issues.
  • Post-secondary education in Human Resources or a related discipline, plus three (3) years of progressively responsible experience in full cycle recruitment, including proactive candidate sourcing, preferably in a large, unionized environment.
