As a member of the Financial Services and Business Operations unit, the incumbent in this position will supervise the Procurement Team within the Unit and provide oversight, coordination, and delivery of all procurement related activities on behalf of Infrastructure and Development Services (IDS) ensuring compliance to City's procurement policies, procedures and by-laws.


Major Responsibilities:

  • Leads the coordination and delivery of IDS procurement initiatives, working with divisional stakeholders and Purchasing Materials Management Division (PMMD).
  • Implements detailed plans and recommends processes/procedures for the procurement of goods and services through Divisional Purchase Orders (DPOs) and Contract Release Orders (CROs) for the client divisions.
  • Establishes, monitors and reports on divisional procurement and contract management KPIs and Reports
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance and promoted an environment of continuous learning and innovation.
  • Coordinates and supports various contract administration related functions and processes including contract (DPO/CRO) spend and usage analysis, etc.
  • Administers division level procurement processes including Low Value Quotations (LVQs), Non-competitive Procurement, etc.
  • Designs and recommends processes and procedures related to internal controls and service area/corporate change initiatives
  • Develops and delivers procurement related training and resources for division staff engaged in procurement.
  • Ensures that the division complies with City and provincial purchasing regulations and requirements, e.g. Health and Safety, Fair Wage, Municipal code Chapters 195 and 71, and implements/interprets same.
  • Prepares periodic and ad hoc reports related to procurement for Senior Management, business units and divisional stakeholders. E.g. DPO Spending Compliance Reports
  • Analyzes business processes and procedures, develops options for process efficiencies and ensures that business processes are carried out in an effective manner and as designed.
  • Assists in evaluating quotation submissions and/or participating in evaluation teams as and when required and makes recommendations regarding the selection of the supplier(s).
  • Develops, enhances and maintains procurement tracking and reporting tools related to the procurement portfolio and divisional contracts.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Designs and delivers effective strategies to anticipate and address emerging business needs and changes in corporate policies and procedures while maintaining a high level of customer service, fiscal accountability, innovation, teamwork and results.
  • Serves as a service area representative for procurement and related administrative matters and participates in various committees, corporate project/working groups, meetings, etc.
  • Provides divisional stakeholders with the information and support necessary to develop their multi-year procurement plans
  • Coordinates IDS procurement processes related to the purchase of goods and services including, but not limited to, the development of Requests for Quotation (RFQs), Non-competitive Procurement, etc.


Key Qualifications:


Your application must describe your qualifications as they relate to:

  1. Post Secondary education in a related discipline e.g. specialist in procurement and / or supply chain management such as a Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB) or Supply Chain Management Professional (SCMP) designation would be considered an asset. and/or an equivalent combination of education and experience.
  2. Extensive experience with procurement related procedures and operations for a large-scale public or private organization some of which must relate specifically to the actual duties of the position including the development of Requests for Quotation (RFQs), Low Value Quotes, Non-competitive procurement, etc.
  3. Considerable experience managing a large procurement portfolio with a wide range of goods and services, including professional services and construction services.
  4. Considerable supervisory experience leading, motivating, training, providing direction and/or supervising support staff in a fast-paced unionized environment and where staff work from home offices.
  5. Considerable experience using Microsoft Office Suite (e.g. Word, Excel, Access and PowerPoint) to develop and maintain reports, spreadsheets, databases, and presentations.
  6. Experience in research, analysis and interpretation of data, statistical reporting, coupled with strong analytical and organizational skills.
  7. Experience with a Financial Information System such as SAP. Experience with SAP Ariba would be considered an asset.


You must also have:

  • Knowledge of the principles, practises and methods used in public purchasing
  • Ability to prioritize key deliverables as well as recognize and report on scheduling conflicts and resource overallocation in a highly demanding work environment with many competing priorities and deadlines.
  • Ability to establish effective and strong working relationships and trust with multiple stakeholders including staff, client divisions, vendors, etc.
  • Highly developed customer service and interpersonal skills, and the ability to work cooperatively as an effective team member.
  • Familiarity with Ontario Statues, including Occupational Health and Safety Act, employment standards, labour relations, human rights, and other applicable government legislation.
  • Excellent verbal and written communication skills and the ability to communicate effectively and professionally with staff at all levels of the organization, as well as external organizations.
