Program Overview – Family Settlement, Community Programs


Newcomer Programs & Services has served newcomers and refugees in Toronto for over four decades. Its mandate is to help newcomers and refugees settle, adjust, and integrate into society. Funded by the three levels of government, WoodGreen Newcomer Programs & Services operates English language training programs, settlement services, employment support programs, mentorship, networking activities, and social and recreational activities. The Settlement Counsellor is responsible for supporting newcomers and their families in their integration process by providing timely and accurate information and orientation, facilitating attachments to vital key services and resources internally and externally with the goal of helping newcomers including refugees make informed decisions and engage in social, economic, and civic life in Canada.


What You Will Do


  • Engage clients in a holistic intake and assessment process to identify and prioritize settlement needs individually and for the family and develop settlement plans based on identified needs.
  • Meet the prescribed target for clients and related services.
  • Participate in regular staff, unit, and other online and in-person meetings.
  • Offer a full suite of settlement services at a variety of satellite sites with partnership organizations.
  • Actively leverage internal programs and services and work with external service providers and government agencies to maximize newcomers’ access to resources and to enhance capacity for services.
  • Plan, develop, facilitate, and evaluate group programs and activities including online and in-person workshops.
  • Participate in regular one-on-one sessions with immediate supervisor.
  • Plan, implement, and evaluate outreach plan that promotes the range of opportunities available to newcomers and their families.
  • Ensure the anti-racism objectives and community development principles of the organization are achieved within the program.
  • Collaborate closely with other WoodGreen teams and other agencies to plan services to meet clients’ needs.
  • Perform other related duties as required from time to time.
  • Attend community meetings, activities, and events, and actively promote WoodGreen’s roster of programs in a professional manner.
  • One-on-one case management support with newcomer individuals and/or families, guiding them through their settlement process into Canadian society.
  • Keep up to date on all immigration and government services related changes to ensure service quality.
  • Actively engage with schools, libraries, community organizations, recreational centres, faith organizations, local employers, health and family centres, local immigrant groups, malls, ethnic media, and websites to maximize newcomers and immigrants’ access to resources, and to enhance capacity for services.
  • Maintain accurate, up-to-date records, including statistical data, enter data to relevant data management systems and create reports, as requested.
  • Following a Newcomer Wellbeing Model (NWB), identify, link, and coordinate collaborative pathways with multiple internal and external resources responsive to client needs and in a culturally sensitive manner.


What You Bring To The Team


  • Fluency in a second language is a strong asset.
  • Post-secondary education in Social Work, Education, or a social service-related discipline. A combination of education and relevant experience would be considered an asset.
  • Minimum of two (2) years’ experience working one-on-one to provide settlement services to newcomers, including refugees.

  • Demonstrated experience in case management and supportive counseling.
  • Strong technology and documentation skills to inform program and meet organizational and funder requirements.
  • Strong knowledge of resources for all newcomers including refugees.
  • Demonstrated ability to work and cooperate in a team and cross team.
  • Well-developed interpersonal, and relationship building skills; ability to establish rapport and effective communication with clients, staff, volunteers, and agency partners.
  • Strong organizational/planning skills and ability to meet deadlines.
  • Cultural sensitivity and ability to communicate with clients from diverse cultures and backgrounds.
  • Experience working with low-income, multi-racial, multi-lingual immigrant and refugee communities.
  • Due to WoodGreen's multi-site locations we reserve the right to relocate the incumbent to another site, in the same position performing the same duties, as may dictated by program needs. Reasonable notice of such site relocation will be given. This position will be required to work at a satellite office in Toronto.
  • Strong intake and assessment skills; demonstrated information and referral skills.
  • Available to work weekend and evening hours and at multi-sites.
  • Familiar with needs and issues of newcomers, immigrants, and refugees.
