Project Manager/Leader – Senior (Justice Technology Services, Toronto/ North Bay ON) – 2023-04-03 to 2024-03-31 ($115/hr)

• Experience in developing or managing transition plans, implementation and training requirements

NOTE:

This position is currently listed as "Onsite"; however, the Assignment under this request will provisionally be “Hybrid”, working 7.25 hours per calendar day, sometime between 8:00-5:00 PM (excluding lunch breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment you will be under the discretion of the Hiring Manager’s requirements for the Project you are assigned to.

• Manage, oversee, track and updated large complex projects, including the schedule and deliverables

• Provide support to the project team and Ministry partners to complete and manage all required aspects of the project including documentation.

• Work with project team to ensure successful delivery for the Public Safety Radio Network (PSRN) program.

Experience and Skill Set Requirements

• Develop project plans that identify resource, time, and budgetary needs.

• Host project meetings with team and managers.

• Provide feedback, advice, project updates and encouragement to team members.

• Manage deadlines and push the team to ensure timeliness.

• Track project milestones and assist in project acceptance

• Working with the client representatives and in partnership with other project managers to develop integrated plans

• Managing deliverables and dependencies that cross multiple in-flight projects

• Supporting the PSRN Program by proactively identifying, communicating, and managing multi-faceted client-facing risks and issues to deliver a superior customer service experience and to support efficient and effective project delivery.

• Interacting directly with ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships, always looking for opportunities to improve client satisfaction

• Developing and presenting ministry-specific dashboards, reports, and other project management collateral

• Proactively identifying risks and issues pertaining to the assigned work package, report them to the overall Project Champions and the Portfolio Team. Identify and mitigate strategies and responses to the issues and risks.

• Managing vendors, stakeholders, and peer groups across ministries.

• Creating or supporting development of project artifacts, associated documentation, Briefing Notes, Change Requests, Contracts, Request for Bid (RFBs) etc.

• Ensure project implementation plans have no adverse impact to public safety operations.

• Financial management of project as necessary or if needed

• Developing complex network implementation and or transition and migration strategies with cross stream dependencies including vendor activities

• Developing and implementing network implementation and or transition plans

• Managing large-scale, complex, integrated project plans

• Knowledge of radio and/or telecommunications systems.

• Effective communication skills to take complex information and present issues in a clear logical manner.

• Identify and analyze issues and problems and make appropriate recommendations for resolutions.

• Experience with facilitating meetings and creating and managing associated documents including minutes and action items.

• Effective communication and consultation skills to build and manage relationships.

• Proficiency in creating and managing project schedules using MS Project and Excel.

• Knowledgeable in Project Management principles and methodologies.

• At least 7 years of experience in project management.

• At least 3 years of demonstrated experience in managing large scale public safety radio or wireless telecommunication infrastructure projects.

• All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS.

• Ability to manage vendor commitments to ensure contractual obligations are met

• Ability to manage and provide oversight and direction to third party vendor resources

• Experience managing interdependencies related to key contract deliverables

• Reasonable knowledge of industry standards and methodologies

• IT project management experience managing all phases (concept, definition, planning, implementation, and closeout) of large scale, complex IT projects.

• Demonstrated experience identifying and evaluating specific issues or risks, providing options analysis, and recommending action plans to mitigate the risks.

• Demonstrated experience with project management tools, such as, MS Project, Clarity/Planview or equivalents for standard status reporting.

• Experience creating and maintaining project management artefacts/project collaterals, such as, meeting minutes, project plans, briefing notes, Change Requests.

• Experience with meeting facilitation, meeting minute creation, action item follow-ups.

• Experience working with both the business users and technology / infrastructure teams.

• Experience creating various levels of reports (e.g. executive, summary, status, etc.).

• Demonstrated experience managing project schedules using MS Project and MS Project Online.

• Demonstrated experience of Microsoft Office Suite (Word, Excel, PowerPoint, and Visio), SharePoint, PowerBI

• Provide the necessary input into project streams to ensure a successful handoff from implementation to operations including input into service management processes, asset lifecycle, collection of CI attributes, sparing and patching.

• Excellent planning and time management skills and a focus on attention to detail.

Public safety radio or telecommunications infrastructure experience in a large public sector entity

• Strong experience of working on/in public safety radio/ telecommunication infrastructure domain.Experience of related large and complex projects with over $ 50 Million budget.

• Experience with projects involving network design, network implementation, civil structures, user equipment distribution and operations.

• Experience with projects involving large number of users (over 10,000), meeting their business requirements, training and communications needs etc.

• Demonstrated experience of working with multiple stakeholders in a broader public sector (BPS) environment.

• Knowledge and experience both in strategic and operational public sector governance models, experience managing complex, multi-unit, multi-stakeholder, and multiple levels of public sector executive stakeholder project team,

• Demonstrated experience developing mutually beneficial relationships with public sector entities.

• Awareness of emerging technology trends.
