Position Summary:
Reporting to theDirector of Economic Development, as a member of the Strategic Advisory Group, the Senior Development Manager, will lead the Development and day to day operations of the Strategic Projects within the Economic Development Team. When problems or potential opportunities arise, the Senior Development Manager plays a leading role coordinating with internal departments and external stakeholders to daylight and explore potential solutions and the impacts / risks to the City. Strategic projects will be of an economic development nature – projects that would have a future benefit to the City of Chestermere and its residents.
Duties may include, but definitely not limited to:
- Ensure resource availability and allocation through City staff and consultants.
- Leading, managing, developing and providing guidance to all team members to enhance operational efficiency and productivity.
- Collaborate with City Director/s to ensure strategic projects are properly facilitated, all relevant and valuable stakeholders are coordinated and oversee scheduling and deliverables are met and achieved on time/on budget.
- Create and maintain an organized and systematic project documentation
- Coordinating resources, equipment and information required for strategic projects
- Develop detailed project plans to track progress
- Collecting/prepare information on project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.
- Developing and enforcing appropriate controls and reporting tools to monitor performance, address material variances and provide recommendations forimprovement.
- Develop and manage the relationship fosteringpositiverelationshipswithstakeholders,suchaspoliticians,suppliers, landholders and cityadministrators.
- Interpret and analyze complex data, processes, programs and problems, and develops options, solutions, improvements and recommendations.
- Contributing to the development and execution of annual business plan to achieve economic and organizationalgoals.
- Prepare regular written and verbal reports and presentations of project status, for project stakeholders – Review, interpret and update project schedules when required.
- Develops, monitors and manages project/program budgets, requisitions, expenditures and other transactions within the limits of established authority.
- Prepares complex confidential and public correspondence, reports and other documents for the Director, CAOs, City Council, the public and other stakeholders.
- Ensure completion of development projects within prescribed timelines and budgets.
- Performs other related duties as required.
- Overseeing and directing all aspects of the development process, including the development of detailed plans for land usage opportunities and constraints on City owned lands.
- Managing regulatory approvals and relevant permits or applications, including completion of supporting documents and due diligence, required for land development approval process.
- Working with legal on purchase-sales lease and other negotiations
- Carries out all aspects of project management including planning and design; development of specifications; RFP preparation/tendering and contract administration; progress reviews and liaison with client groups, and management contracted professionals (engineering, planning, architectural, commercial sales and marketing consultants)
- Prepares and oversees the development of project charters, project timelines requests for proposals, tenders, contracts, approval memos, studies and reports and other administrative documents related to the engagement of consultants, architects, engineers, designers, and contractors.
- Assisting in the market analysis and development feasibility analysis of prospective land acquisitions.
- In Strategic Projects, related to real estate development and/or acquisition of land, you may oversee all aspects of land and real estate development and sales functions including regulatory approvals, subdivision & registration, site planning, marketing and sales.

Essential Requirements:
- Typically, the knowledge, abilities and skills are obtained through a university degree of Engineering, Architecture, Business Administration, Urban Planning or a related field coupled with a minimum five (5) years mid to senior level experience in project management of complex projects. And/or experience in a municipal infrastructure field and with real estate development projects.
- A combination of relevant experience and education will be considered.
- Proficient in Microsoft Office programs (Outlook, Teams, SharePoint, Word, Excel and PowerPoint).
- Experience in contract negotiations with stakeholders and lawyers is considered an asset.
- PMP designation would be an asset.
- Satisfactory verification of criminal record check.
- A strong understanding of the Municipal Development process and other government and regulatory process is considered an asset.
