Job Description
Valard, is Canada’s premier utility contractor, as well as head of the Valard Group of Companies AND part of the Quanta Group, the largest electrical power contractor in North America. Valard has full-service capabilities for transmission, distribution, substations, foundations, telecommunications and renewable energy. Valard is a full-service EPC+ utility contractor with four decades of experience, successfully completing projects across Canada.
Reporting to the Executive Vice President, HSE, the Regional OHS Manager is responsible for the overall development, co-ordination, and maintenance of the HSE Management System and to ensure that all Valard Personnel and Subcontractors are in full compliance with the Health and Safety Plan, Clients’ Health, Safety, and Security Programs and all applicable Provincial Occupational Health and Safety Legislation.

He/she is responsible for the following roles and responsibilities:
Requirements
  • Arrange for booking and payment of safety related training as required to maintain employee compliance.
  • Take all reasonably practicable steps to avoid Lost Time Injuries (LTI).
  • Monitor workers compensation cost statements and will investigate lengthy or doubtful claims.
  • Complete audit prep and submit audit plan to appropriate authority.
  • Disability Management
  • Ensure employees have a current operator’s license and provide Corporate with copies of renewed licenses.
  • Coordinate the monthly OHS performance reports and ensure project statistics are properly reported to the executive as requested.
  • Complete office hazard assessments and update annually.
  • Assist in the planning and start-up of new projects with respect to Health and Safety issues.
  • All required documentation is completed accurately and forwarded to the required offices.
  • Obtain insurance documents as required for Professional certifications and associations.
  • Ensure injured workers are offered modified duties.
  • Obtain insurance documents as required for projects, proposals, pre-qualifications and updated on an annual basis.
  • Training
  • Audit
  • Develop all site-specific requirements, such as Emergency Response Plans, Project Safety Management Plans, Site Specific Orientations, JSAs etc for all projects.
  • Ensure all corporate reporting requirements are met.
  • Arrange for an external auditor.
  • Maintain statistical database for all injury/illness incidents, inspections records and completion of action items.
  • Monitor and audit subcontractors for compliance with the Valard Safety program.
  • In conjunction with the HR Manager, make recommendations of disciplinary actions with regards to health & safety infractions.
  • Safety Meeting
  • Office Safety
  • Tracking and Administration
  • Complete documentation review for the previous twelve months.
  • Communicate, coach and assist the field staff to ensure that all safety expectations are understood and met.
  • Coordinate and schedule pre-access requirements as set out by the client, such as D&A testing, employee medicals, client orientations etc.
  • Implement corrective actions once approved.
  • Create and complete employment letter for physicians and employees.
  • Supervision of any team members as needed.
  • Maintain company and client HSE databases, updating as needed such as ISNetworld, Comply works, Avetta, Cognibox, etc.
  • Coordinate and manage weekly safety meetings for project groups.
  • Meet with the external auditor pre and post to discuss audit action plan.
  • Develop modified work offers for injured workers-based Physician recommendations.
  • Participate and ensure all materials needed are supplied to the auditor.
  • Facilitate close out meeting with executive management to review finding and recommend corrective actions.
  • Register and complete new client OHS databases as request by Business Development or Project Managers.
  • Update and facilitate annual fire warden training.
  • Establish roles & responsibilities of personnel with assigned duties within OHS.
  • Complete audit interviews with staff (number determined by COR certified partner and ISO 45001 requirements) from all levels of the company.
  • Advise operational President/VP of any corporate safety issues.
  • Send requested AED inspections monthly to Corporate.
  • Send monthly reports to Valard Construction.
  • Facilitate all incident investigations and ensure they are reported immediately.
  • Incidents / Investigations
  • Prepare final audit report and submit to appropriate authority for quality review.
  • Assist all Valard divisions with marketing strategies, pre-qualifications, bids and proposals. Also, supports divisions through developing presentations to new and existing clients on OHS matters.
  • Create, maintain and complete building orientations with guests and new hires.
  • Maintain maintenance on specialized safety equipment and PPE such as gas monitors, AED’s and fall protection.
  • Coordinate, schedule, complete and review fire drills annually.
  • Must be cost conscious with all decisions while balancing the OHS needs of the department. In addition, oversee annual budget and ensure cost effectiveness.
  • Track all staff training and qualifications; consult the management team for required training and compliance plans.
  • Review Supervisors observations and site inspections from management and provide coaching and feedback.
  • Employee Relations
  • Review all incident reports and provide advice for recommendations for prevention of future incidents.
  • Retaining Work
  • Maintain and update the corporate OHS Manual and ensure compliance while educating staff including management.
  • Project / Client Work
  • Partner with management to communicate health and safety policies, procedures, programs and laws.
  • Provide resource support for the administration on the workers compensation/Disability Management Systems.
  • Mentor, train, provide guidance and assist all new HSE staff.
  • Establish a highly motivated and educated OHS team, provide leadership to the team and coach, mentor, and develop direct reports and manage a high performing team that delivers continuous improvement, added value, and cost reductions.
  • Provide support to the field staff by maintaining a visible presence in the field while performing site visits on a routine basis.
  • Prepare internal audits for COR and/or Owner audits.
  • Be "on call" for any Health & Safety issues.
  • Regularly audit the SMP for compliance and update to ensure the alignment with the company’s scope and conditions.
  • Update ERP and maintain first aid lists.
  • Update visitor log.
  • Provide support to business development during project reviews, proposals and pre-qualifications.
  • Dealing with employee concerns, liaison with management team to resolve.
  • Health and Safety Department Oversite and Development
  • Ensure that all employee information is kept confidential and secured.
  • Meet with first aid kit vendor to replenish and track supplies.
  • Ensure posting incident D&A requirements all followed. As a minimum, this would include both client and Valard requirements.
  • Complete site observation of the office and off-site storage locations.
  • Corporate Reporting
  • Ensure compliance and good standing with Provincial COR requirements and ISO 45001 requirements.
  • Complete site observations of one third of all field trucks.
  • Analyze statistical data and inspection records to ensure compliance and advise management of recommendations or solutions to ensure 100% compliance.
  • Enter and update quarterly stats into OHS databases.
  • Monitor injured workers progress and prepare new offers for modified work after each appointment.
  • First point of contact for employees and managers on all health and safety related matters.
  • Update and maintain Valard SharePoint as needed.
  • Websites / Online Communications
  • Ensure that department and company are meeting all legislative standards and updates across all provinces of operation.
  • Interface with Clients, Project Management, and the Executive on OHS issues.
  • Build and Lead Your Team
  • Assist with the coordination or office safety meetings.
  • Assist senior and Project Managers with Project Specific OHS Program and Execution Plan development.
  • Ensure incident corrective actions are followed up on and completed.
  • Ensure all new hires are orientated to the Valard Constructions orientation and project orientation.
  • Consult with and advise Project Management and Executive Management on OHS matters.
  • Coordinate and manage monthly or as needed safety meetings and safety stand-downs when required.
  • In conjunction with the HR Manager, scheduling HR, training and safety orientation.
  • Prepare and distribute meeting minutes for all safety meetings.
  • Attend operational meetings as held.
  • Complete and submit project statistics to clients on a weekly, monthly or as needed basis.
  • Develop a Site Safety Management Plan (SMP) for major projects to ensure a safe work environment for all company employees, contractors, visitors and community.
  • Facilitate OHS Program Audit requirements at specific project and corporate levels.
  • Build rapport with all department personnel.
  • Maintain knowledge of current developments in the H&S field, revisions to occupational health & safety legislation, regulations, and codes of practice in all jurisdictions in which the candidate is overseeing.
  • Create action plan and submit to appropriate authority for approval.
  • Review auditor findings and implement corrective actions.
  • Facilitate audit kick off meeting with executive management.
  • Maintain the integrity of the safety systems, ensuring the implements and upgrading in response to new legislation, technology and industry recommendations.
  • Inspect fire extinguishers monthly.
  • Represent the Company in meetings with client or consultant's safety officials.
  • Ensures all employees show their commitment to OHS in accordance with the policies through day-to-day decision making, promotion of the Management Systems, and advancement of an effective culture that has safety as a core value.
  • Create and maintain physical demands analysis for roles within Valard, for disability management and compensation model use.
  • Monitor safety paperwork from field employees and provide coaching and feedback.
Additional Duties And Responsibilities

EDUCATION AND EXPERIENCE:
  • CUSP would be an asset. If you do not have a CRSP, you will be required to achieve one.
  • Occupational Health and Safety Degree, Diploma or Certificate
  • CRSP would be an asset. If you do not have a CRSP, you will be required to achieve one.
  • Minimum 5 year’s or greater in leadership/supervisory experience
  • Minimum 10 year’s or greater in direct construction field experience. Work in the power industry an asset.
  • Minimum 5 year’s or greater managing safety program
