Within Advisory, PwC has a large team (GovTech) that focus on transformation in Government through Digital inclusion. The open position is for a candidate who desires to work with government clients and bring about a change in society. A successful candidate will be expected to work pro-actively and effectively on multiple client engagements over the period of time and take ownership of the entire project delivery he/she entrusted with.
Broad Role / Responsibilities
Broad role typically entails our resources to adopt problem solving approach to solve important client
problems and extend support in monitoring / managing large projects; involving following
responsibilities :
● Participate in all aspects of the software development process, such as determining business goals, prototype modelling, risk evaluation and customization for client.
● Conceptualisation of projects for clients
● Monitor applications to identify necessary configuration changes, maintain data integrity, improve the user experience and stay abreast of security issues.
● Identification of problem areas / concerns; exploration of optimal ways to tackle these
● Define IT solutions to address the client requirements
● Ensure professional documentation in timely manner (both client level & internal)
● Client stakeholder management
● Plan and schedule project timelines and milestones using appropriate tools  
● Track project milestones and deliverables, prepare project dashboard
● Proactively manage changes in project scope, identify potential crises, devise contingency plans
● Build, develop, and grow business relationships vital to the success of the project
● Prepare “lessons learned” documentation for projects / engagements
● Develop best practices and tools for project execution and management
Broad Experience & Expertise Requirements
Proposed role requires a candidate with relevant experience in the program management for development of IT applications involving–
1. Review the architecture for business applications and suggest improvements; conduct feasibility assessment and roadmap definition for future state.
2. End to end project management of complex IT projects/digital transformations involving multiple technologies and stakeholders
3. Assist in project budget management, assistance in preparing budget estimates, outcome budget reports etc.
4. Assist in application development, procurement of services / applications
5. Coordinate with business stakeholders for requirement gathering
6. Recommend continuous improvement opportunities to Client for improvement of services and co-ordination for implementation
7. Good eye for details and ability to handle tasks independently
Specific Past Work Experience Requirements
● Overall 10+ years of experience in Software development/Consulting or managing the software development projects
● Experience in application design and development, DevOps, either hands-on or in management/consulting roles
● Experience of working with Government (Central, State, ULBs) / related agencies is preferred
● Experience of working with Taxation agencies on technology initiatives
Educational Qualifications
● Graduation: BE / B. Tech ( Computer Science/IT background is preferred)
● Post-Graduation: MCA/MBA (preferable)
Skills
● programming languages such as Java, Python and PHP;
● web development frameworks and tools, such as AngularJS, Bootstrap.
● object-oriented design principles and coding practices, such as encapsulation and inheritance;
● microservices architecture and RESTful (API) services;
● SQL, oracle database management.
Certifications (Must Have)
● PMP/Prince-2
● TOGAF
● ITIL
Personality traits (a must)
● Strong communications skills, both written and verbal
● Ability to handle complex assignment independently
● Ability to work with ambiguity. Taking a systematic, structured view of situations.
● Ability to interact with client (senior government officials)
● Demonstrating willingness to ‘get hands dirty’ and developing a problem-solving attitude
● Strong personal and professional presence and self-confidence, capable of working effectively with senior team as well as all other levels.
