Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. The Customer Protective Services Division, Corporate Resilience, is seeking an Incident/Emergency Management Specialist to participate in the design, analysis, review, administration, implementation and maintenance of effective corporate emergency preparedness and business continuity policies, programs, and plans.
What will I be doing?
  • Maintains emergency management and incident response training records and monthly reports on the status of training attendance (e.g., enrolments, cancellations, and absences) for the Emergency Management Program.
  • Works with Municipal, Provincial and Federal level representatives on Municipal, Provincial and Federal disaster plans as required; including provisions within the Provincial Nuclear Emergency Response Plan.
  • Willingness to become a Provincially certified IMS 200/300 Instructor.
  • Maintains records (reports, manuals, materials, records, bulletins, policies, and procedures) and develops reports on new and ongoing programs and program effectiveness; prepares statistical and gap analysis reports / recommendations as required.
  • Prepares, updates, and maintains the Corporate Emergency Management Plan(s) and reporting requirements as required by Transport Canada, while keeping in line with industry best practice and ensuring compliance with established policies and procedures.
  • Plans, organizes, performs, and documents emergency management/incident response audits with enterprise-wide application.
  • Develops emergency preparedness information and content for the website and other internal and external publications.
  • Provides advice and peer support for business continuity programs, disaster recovery, and continuity of operations.
  • Develops and coordinates critical incident and emergency response exercises involving external stakeholders to test and evaluate Business Continuity Plans, Corporate Security Plan, and Corporate Emergency Response Plans and associated policies.
  • Maintains records (reports, manuals, materials, records, bulletins, policies, and procedures) and develops reports on new and ongoing EM programs and program effectiveness; prepares statistical and gap analysis reports / recommendations as required.
  • Develops emergency preparedness information and content for the website and other internal and external publications.
  • Develops safety, security and emergency response education and training programs; evaluates training needs; develops materials and conducts corporate emergency management and Incident Management System (IMS) training to contractors and employees. Conducts training, exercises, and communication checks with internal stakeholders and Municipal, Provincial and Federal emergency response/emergency services partners.
  • Provides technical information and compliance requirements, to Metrolinx, regarding Emergency Management, its policies, programs, plans and standards.
  • Provides advice and peer support for business continuity programs, disaster recovery, and continuity of operations.
What Skills and Qualifications Do I Need?
  • A valid Ontario Class G driver’s licence is required to travel to various site locations, meetings, operational facilities, etc. (approximately 10%). Must meet and maintain the corporate standard for a good driving record.
  • Completion of a diploma in emergency management, business continuity or similar with additional vocational or technical training in Adult Education, – or a combination of education, training and experience deemed equivalent.
  • Minimum four (4) years of experience creating, organizing, and delivering effective technical emergency management policies, programs and plans.
