Job Summary


The HART Tech Developer is responsible for Housing Assessment Resource Tools (HART) data products, including the development of an extensive national housing needs assessment dashboard, and the maintenance of existing land assessment maps.


ORGANIZATIONAL STATUS


The position is grant funded for an initial 12-month term, with possible extension subject to available funding.


Reporting to the Associate Director, Housing Research Collaborative and the HART project, the incumbent will work collaboratively within the HART team of partners and collaborators in the non-profit, government and private sectors to support the achievement of the research, policy development and knowledge mobilization objectives outlined in the HART research plan.


WORK PERFORMED


  • Participates as a member of project team and provides reports on progress.
  • Oversees the development of a HART national housing needs assessment online dashboard.
  • Oversees and participates in write-up activities of the housing needs assessment online dashboard.
  • Co-develops and drafts publications, conference presentations, and other project dissemination activities, including social media outreach.
  • Consults with HART’s government partners to ensure that the product of the HART housing needs assessment model accurately reflects the ground-truth of municipalities and regions which engage HART to provide in-depth housing needs assessments.
  • Drafts sections of grant progress reports and works collaboratively with HART leadership to write and submit milestone reports.
  • Creates new housing needs assessment data products from existing national and local public datasets, and develops the technology through which these products are made public.
  • Develops and implements systems for data administration and analysis across the project, including public-facing data products (with a focus on Python-based development and analysis).
  • Contributes to and participates in project and initiative promotions, communications, advocacy, knowledge sharing, and dissemination.
  • Any other duties as required.
  • Co-develops housing needs assessment methodologies that are appropriate for small- to medium-sized communities, and large cities, in accordance with the refined HART methodology in consultation with 15 government partners.
  • Responsible for procedural and administrative aspects of projects including monitoring and tracking assigned components of the program, including ensuring that the underlying data is up to date.
  • Works with data manager to procure and negotiate service contracts and invoices, as needed.
  • Contributes to the development and implementation of project plans and critical paths for successful completion of projects and project deliverables.
  • Serves as the designated point-of-contact for project participants and partners for issues related to updates to the HART housing needs assessment tool.
  • Coordinates project activities related to land assessment and provides team communications, updates, and reports.
  • Liaises with HART leadership, co-investigators, management and staff who work on projects and related activities.
  • Provides reports regarding ongoing project operations, monitors the day-to-day progress of projects or project components, and provides regular updates.


CONSEQUENCE OF ERROR


The position is expected to maintain a close working relationship with HART management and staff, investigators and external stakeholders, in order to ensure the success, quality (effectiveness and efficiency) and timeliness of outcomes.


This position requires working effectively within an organizational structure. The incumbent will be required to exercise good judgment and make sound decisions as these have the potential to impact HART reputation, program viability, and the opportunity for future partnerships.


SUPERVISION RECEIVED


This position will report directly to HART Associate Director [Dr. Craig Jones] and will collaborate closely with the Data Access and Engagement Manager [Andrew Rigsby].


SUPERVISION GIVEN


The incumbent oversees the work of Research Assistants, students, and volunteers.


Minimum Qualifications


Undergraduate degree in a relevant discipline. Minimum of two years of related experience, or an equivalent combination of education and experience. Advanced skills with Python programing, including Pandas, GeoPandas, Numpy, Plotly, Dash, and SQL Alchemy.


Preferred Qualifications


Post-graduate degree, advanced diploma, or equivalent professional designation in a related field. Experience working with academic, non-profit or government entities in the affordable housing sector preferred.


Experience working with census data, and ArcGIS software is considered an asset.


Preference will be given to candidates with experience in housing research. Experience or aptitude for new and emerging technologies is an asset.
