Description:

Position Summary:

The Office of Safety and High Risk at the University of Toronto is a tri-campus office that is mandated to address high risk and safety concerns related to University students, staff, faculty, librarians, and institutional reputation. The Office of Sexual Violence Prevention and Support’s mandate is to implement the University’s Policy on Sexual Violence and Sexual Harassment (Policy), develop and deliver trauma-informed programs, services, and resources related to sexual violence prevention, support, and response for the University of Toronto community.


The Case Manager works under the direction and supervision of the Assistant Director, High Risk, Sexual Violence, Case Management and Investigations. The Case Manager is responsible for the intake of Reports under the Policy; manages, monitors, and supports the progress of sexual violence and sexual harassment cases through the Report, assessment, investigation/facilitated resolution, decision-making and concluding phases; and provides regular updates to Complainants and Respondents. The Case Manager is the University’s point person on the Report for both the Complainant and Respondent, as well as any other offices whose work intersects with or contributes to the process.


The Case Manager will be committed to deeply embedding anti-oppression and trauma-informed practice principles in their work. The incumbent will also be responsible for ensuring that processes conducted under the Policy are fair, transparent, and timely. The Case Manager is the primary point of contact for Complainants and Respondents with respect to the accountability (adjudicative and non-adjudicative) processes under the Policy. The incumbent answers questions about the processes and provides regular updates to Complainants and Respondents. The incumbent also acts as the primary point person for other offices whose work contributes to or intersects with the University’s sexual violence reporting processes.


Primary responsibilities include: managing all aspects of a sexual violence report, from the initial intake to the concluding stages which will include meeting with Complainants to conduct Report intakes; providing updates and information to Complainants and Respondents throughout the sexual violence reporting process; providing procedural support to investigators and facilitators; drafting formal communications; meeting with Complainants and Respondents to deliver formal communications; ensuring that Complainants and Respondents understand the sexual violence reporting process; providing guidance and advice to different stakeholders on sexual violence investigations and non- adjudicative resolution processes; supporting decision-makers by providing case information; and when required, monitoring to help ensure that agreements, sanctions, and resolutions are complied with.

Additional responsibilities may include working in collaboration with a broad range of offices both internal and external to the University to develop and implement ongoing educational programs and outreach initiatives to better communicate processes related to the Policy.


The Case Manager is expected to exercise excellent judgment and professional discretion in all matters and consult with the appropriate individuals as needed. The incumbent is also required to exercise a high degree of thoughtfulness, responsiveness, and confidentiality regarding very sensitive issues.


Qualifications Required:


Education:

  • Undergraduate-level university degree in a related field (i.e., nursing, social work, psychology, public health, criminology, higher education) or an equivalent combination of education and training and experience in this field will be considered;
  • Knowledge of the criminal justice system and police policies and procedures.
  • Graduate degree is preferred;


Experience:

  • Familiarity with Ontario and Canadian statues, including the Freedom of Information and Privacy Protection Act; the Occupational Health and Safety Act; Bill 132, Bill 26, Mental Health Act, Ontario Human Rights Code, Criminal Code of Canada.
  • Strong understanding of all forms of sexual violence and sexual harassment and its intersection with other forms of harm and violence (i.e., racism, ableism, intimate partner violence).
  • Minimum 5 years experience in case management.
  • Demonstrated project management experience, preferably in a complex multi-stakeholder environment.
  • Experience working in a post-secondary context. Experience working with sexual violence survivors and/or respondents is a definite asset.
  • Solid understanding of how experiences of oppression manifest in survivors’ lives and experiences of sexual violence.
  • Experience working from an anti-oppressive, EDI, and systems approach perspective.
  • Investigative, broader adjudicative and non-adjudicative process case management experience.
  • Report intake experience. Solid understanding of issues of procedural fairness and due process.
  • Experience with policy interpretation. Extensive experience working with diverse populations.
  • Experience working from a trauma-informed perspective with strong understanding and knowledge of trauma-informed practice.
  • Experience in sexual violence and/or major case management is a definite asset.
  • Prior investigative experience or training with strong understanding and knowledge of interviewing practices (experience working with civil, institutional and/or criminal processes).
  • Knowledge of the criminal and civil justice systems as it relates to cases of sexual violence.

  • Ability to work across different portfolios and disciplines; Skill in managing equitable participation between people;
  • Ability to exercise patience, tact, diplomacy, and discretion;
  • A demonstrated ability to work with people dealing with sexual violence and trauma;
  • Ability to develop and deliver effective presentations;
  • Knowledge of ROSI (Repository of Student Information) is an asset.
  • Demonstrated ability to relate to students, staff, and faculty that builds trust and confidence;
  • Excellent interpersonal and organizational skills;
  • Skill with standard office computer applications (i.e., Microsoft Word, Excel, PowerPoint, Outlook, SharePoint etc.);
  • Capacity to achieve resolution when conflicts arise.


Other:

  • Extensive knowledge of equity data and resources and how to best utilize them.
  • Highly developed interpersonal skills, with the ability to interact and communicate both orally and in writing at all levels of an organization, including preparing reports and delivering presentations to a variety of stakeholders;
  • Demonstrated ability to act calmly under pressure. Comfortable working in a fast paced, highly collaborative environment where there is a high consequence of error.
  • Ability to manage and resolve internal conflicts; analytical skills;
  • High degree of political acuity and judgment; flexible listener; strong organizational skills;
  • Ability to interact with individuals at all levels within the University as well as externally;
  • Able to manage and regulate self-care and the ability to recognize the limits of one's own scope of practice.
  • Ability to work independently and as part of a multi-disciplinary team;
  • Aability to produce detailed and comprehensive reports from a large volume of complex information;
  • Ability to deal with senior University Officers in a manner that facilitates cooperation;
  • Demonstrated commitment to the promotion of equity in the workplace and an ability to work effectively with all constituents in a highly diverse community.
