Position: Case Manager – E-Connect for Temporary Foreign Workers in BC, Job Quest Program

Employment Program – Vancouver Terminal office

Temporary full-time position at 35 hours per week starting as soon as possible till March 31, 2024

Summary:

Reporting to the Manager, Job Quest Program, facilitates the delivery of online courses for Temporary Foreign Workers to enhance their communication skills and provide language support for their community connection and job retention. Provides ongoing support to clients, which may include training clients with limited computer skills on an individual and group basis ensuring clients receive the necessary support to gain the knowledge they require. Administers online courses, provides individualized feedback on assignments, fosters interaction among students, and ensures clients receive the support they require through linking clients to other information, services and/or programs. Tracks client progress and ensures appropriate data is recorded. Conduct client recruitment, program marketing and project evaluation activities. Provides individualized, online, or group employment and career counselling services. Facilitates the development of a realistic personal action plan for the employment or further training of the client. Monitors clients’ progress and provides follow-up counselling and support until action plan is completed. Provides assistance with resumes and letters of application, as needed.

How You’ll Make a Difference

  • Keeps abreast of developments in the local labour market and trends in the employment/ career counselling area
  • Provides individual counselling and remote service delivery (on-line) as needed.
  • Performs other related duties as assigned.
  • Promotes/markets online courses and services to external service providers and delivers information sessions to potential client groups throughout BC.
  • Enters client information and service interventions into centralized database as client service occurs. Provides narrative into reports as required quarterly.
  • Conducts appropriate group interventions and information workshops on relevant topics e.g. labour market information, the hidden job market, information on available resume services, job search skills/ strength, job retention and pre-employment topics, ensuring that lessons plans are prepared and delivered consistent with program curriculum.
  • Administers online courses, provides individualized feedback on assignments and fosters interaction among clients. Updates curriculum as required.
  • Participate in approved sectoral and community networks. Develop resource materials and note trends and settlement pattern
  • Performs service bridging for clients to appropriate resources clients by serving as a resource to clients and staff of external agencies regarding unique challenges and needs for temporary foreign workers cultural interpretation on issues, client needs and related projects and services.
  • Provides career planning and job search assistance, including developing job search-related documents and portfolios.
  • Facilitates the development of a realistic action plan, resumes and other tools for the employment and/or further training of the client based on identified skills/interests, key work experience, and labour market needs, and secures client’s commitment to, and support for the action plan.
  • Refers clients to appropriate community resources based on assessed needs. Assists clients to access services, make appointments and complete forms.
  • Conducts service eligibility and needs assessment.
  • Assesses client needs (including strengths and barriers), to develop an individualized learning plan which outlines a strategy to achieve communication and job retention skills and temporary foreign worker’s settlement success based on identified needs, available services and community supports. Monitors plan to ensure clients are on target, adjusting plan, if necessary, to meet individual client needs.

What You Bring:

Diploma in Social Sciences, counselling or a related discipline acceptable to the employer, knowledge of the local labour market, experience in providing individualized employment counselling and a certificate or diploma from a TESL Canada recognized training supplemented by a minimum of one (1) to (2) years of experience recent related experience OR an equivalent combination of education, training and experience acceptable to the employer. Current knowledge of legislation, services and information affecting immigrant and refugees including issues facing newcomers an asset.

· Demonstrated experience in delivering online programming.

· Demonstrated ability to support students in an online environment including making adaptations/modifications to online content to enhance student outcomes.

· Proficiency with Microsoft applications (MS Office, Teams, Forms, SharePoint, etc.), Zoom, and internet research. Efficiency and accuracy with database entries..

· Demonstrated ability to manage time and resources effectively.

· Demonstrated experience in developing and facilitating groups.

· Demonstrated ability to facilitate workshops and webinars both online and in-person

· Knowledge of local labour market issues, especially those related to ESL immigrant clients.

· Knowledge of different social media platforms and marketing trends

· Ability to set and maintain boundaries with clients and manage self-care.

· Service-oriented with a demonstrated willingness to help the department and the organization achieve desired objectives and targets.

· Possession of and the ability to maintain a clear provincial criminal record check.

· Physical ability to carry out the duties of the position.



ISSofBC Value Proposition

· Starting Salary Range: $26.27 - $27.88 per hour. *Dependent on education, training, experience, and internal equity. Wage grids are reviewed annually
