Position Overview:


Expedites and examines property transfer documents and supporting documentation for compliance with municipal agreements ensuring all conditions related to the preparation and expedition of development agreements and the transfer of lands have been complied with, to the satisfaction of the City. Ensures Restrictive Covenants are registered as per the Land Titles Act and in accordance with special conditions outlined in municipal agreements. Coordinates with staff and other internal and external stakeholders to ensure the submission of agreement packages are complete and adhere to engineering criteria for execution. Responsible for endorsing property documents under corporate seal binding the corporation in the matter and maintains records. Advises and coordinates with solicitors on procedures for providing consent and the release of restrictions. Reviews and corresponds with other departments for the drafting and registration of restrictions. Interacts with and assists clients in achieving compliance within scope of job responsibilities. Provides administrative support to the department as necessary.


Qualifications and Experience:

• Successful completion of two (2) Year Community College Diploma in Legal Assistant or suitable equivalent.


• Minimum of three (3) years related experience preferably in a municipal environment.


• Ability to read and understand surveys, reference plans and various legal documents related to land transfer/mortgages


• Ability to deal effectively and courteously with the public and staff


• Proficient keyboarding/computer skills, records management skills, and a thorough working knowledge of database and word processing software applications


• Excellent analytical, problem solving and oral/written communication skills


• Knowledge of the Registry/Land Titles procedures


• Knowledge in Electronic Registration Procedures Guide (EREG) for Teraview with the ability to interpret results


• Ability and willingness to attain a Personal Security License by the Province of Ontario for the use of Teranet


• Knowledge of and demonstrated ability in the City’s core competencies as well as relevant departmental functional competencies


• General understanding of development agreements
