Job Description
POSITION PURPOSE
Reporting to the Program Manager, Child Care Initiatives and under the guidance and direction of the Team Lead, is responsible for providing web-based and in-person training to the Department, Consolidated Municipal Services  Managers (CMSM) across Ontario and provincial government staff on the Ontario Child Care Management System (OCCMS) co-ordinating system enhancements through the on-going testing of new OCCMS versions and identifying and reporting potential system problems; developing training manuals and evaluating training programs; identifying inconsistencies in system operations; developing testing strategies and identifying issues on system functionalities; preparing reports, responding to queries, compiling statistics, conducting research and chairing working groups and committees, as requested.

MAJOR RESPONSIBILITIES


•    Orients, trains, tests and updates the Department, CMSM staff across Ontario and provincial government staff on the OCCMS and related legislation, regulations, policies and practices as they relate to OCCMS.
•    Provides training and presentations to external agencies, groups and individuals, as directed.
•    Plans, designs and organizes training materials, evaluations and tests for Department, CMSM staff across Ontario and provincial government staff or provides Supervisors with the material to use with their staff; creates training schedules and books rooms and equipment, as required.
•    Identifies inconsistencies in system operations, policies and practices through testing and recommends actions to remedy; investigates issues reported by users.
•    Identifies technological support needs of the CMSM and forwards issues as appropriate to the System Developer.
•    Develops a comprehensive testing workplan to provide accurate feedback to the system developer on the reliability and accuracy of new versions prior to release.
•    Develops, monitors and maintains a comprehensive communication strategy with the system developer to document user issues, testing issues and their resolution.
•    Tracks the implementation of all user requests and system enhancements; prepares related reports, as required.
•    Participates in meetings, committees and task forces, as assigned.
•    Ensures that services provided meet Regional customer service standards.
•    Maintains expertise in technical skills and program knowledge, by reviewing technical literature, participating in regular field practice and attending training, seminars and conferences, as required.
•    Performs other duties as assigned, in accordance with Branch and Department objectives.


QUALIFICATIONS


•    Successful completion of a Community College Diploma in Social Science, Adult Education, Childhood Education, Business Administration or a related discipline or approved equivalent combination of education and experience.
•    Minimum three (3) years experience designing and delivering adult training/education in a social services environment and/or demonstrated experience supporting a technical application, testing databases and identifying inconsistencies in system operations, with exposure in both areas.  
•    Demonstrated experience in computer systems development process.
•    Demonstrated proficiency in utilizing OCCMS or similar applications.
•    Valid Ontario Class “G” driver’s license and a reliable vehicle to use on corporate business.
•    Working knowledge of relevant Regulations, Acts, By-Laws, Standards, guidelines and procedures as they relate to child care.
•    Ability to interpret a variety of legislation and explain complex issues and terminology.
•    Ability to work outside regular business hours as required.
