The Opportunity


The Solid Waste Operations Branch is a branch within the Waste Management and Environmental Sustainability Department. This branch is responsible for the operation and maintenance of the City's Landfill site, which includes non-hazardous solid waste disposal, household hazardous waste receiving and disposal, leaf and yard waste disposal and composting, and solid waste collection and disposal. Responsibilities also include the operation of the scalehouse, which is the first point of contact for customers and waste entering the landfill site.


Under the general guidance and direction of the Manager of Solid Waste Operations, the Supervisor of Waste Disposal is responsible for the operation and maintenance of the active landfill cell and waste disposal contracts to ensure efficient and effective waste disposal services. Specifically, this position is responsible for ensuring that compaction densities are consistently maintained and regulatory compliance is achieved. Additionally, this position is responsible for the operation and maintenance of the environmental control systems and associated capital planning to ensure the life cycle of the infrastructure is maintained. Lastly, this position works to train and mentor staff within their section to ensure competence, development, and innovation in operations. Overall, this position plays an integral role in ensuring the safe collection and disposal of waste through landfill operations and programs to enable the City of Barrie to minimize its ecological footprint, promote environmental sustainability, and provide members of the community with cost-effective municipal services.

Education (degree/diploma/certifications)


  • Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT)
  • Three (3) year College Diploma in Civil Engineering, Environmental Science/Technology or related discipline, including specific studies in landfill operations/waste management, business and project management or related


Experience


  • Demonstrated experience with quality management systems and continuous improvement programs such as LEAN/Six Sigma
  • Demonstrated experience leading and administering landfill operations and waste management programs, including business/process management and supervisory experience
  • Three (3) years of experience performing duties related to the above mentioned major responsibilities


Knowledge/Skill/Ability
  • Receive, manage, and resolve complaints, disputes, and conflicts
  • Demonstrated ability to:
  • Set priorities; meet deadlines; and manage work demands
  • Align section programs/services with branch, department, division, and corporate goals, objectives, and initiatives
  • Knowledge of the waste management industry and related technologies, including a thorough working knowledge of waste disposal operations, waste processing and waste segregation, household hazardous waste management, legislation/regulations related to the operation of active and closed municipal landfill sites, waste recovery operations, and MECP compliance and reporting requirements
  • Perform in a manner which is consistent with corporate goals, vision, mission, and values
  • Working knowledge of design and construction of waste disposal site environmental control systems, operation and maintenance of heavy equipment and trucks required to operate solid waste disposal sites and transport systems, business planning/budgeting and procurement practices in the public sector, collective agreement administration, contemporary management and staff leadership practices, landfill waste cell construction including the installation and maintenance of high-density polyethylene liners, leachate collection and underdrain systems, landfill gas collection systems and gas abstraction/flaring plant
  • Lead, coach, mentor, and support staff
  • Shift back and forth between multiple activities while maintaining concentration
  • Intermediate skills include: Leadership, Supervisory, Organizational, Analytical, Judgement, Problem Solving, Planning, Time Management, Customer Service, Teamwork, Interpersonal, Verbal Communication and Written Communication
  • Intermediate computer literacy using Microsoft Office Suite (Word, Excel, Powerpoint ,etc.), waste management software systems (Geoware), work order maintenance management systems (CityWorks), building gas monitoring and alarming systems, database management and the internet
  • Work independently with minimal supervision
  • Communicate and present information to a wide range of internal and external contacts using the appropriate medium
  • Working knowledge of the following legislation, regulations, or requirements: Occupational Health and Safety Act; Environmental Protection Act; Ontario Water Recourses Act; Clean Water Act; Nutrient Management Act; Environmental Assessment Act; Pesticides Act; Safe Drinking Water Act; Ontario Regulation 347 (Waste Management) and 153/04 (Contaminated Sites); Transportation of Dangerous Goods Act; Federal weights and measures legislation and regulations
  • Identify the educational/training needs of others; develop formal educational/training programs; and teach or instruct others
  • Maintain a high standard of public relations at all times
  • Availability to accommodate deadlines or peak period workloads that may extend beyond designated normal workday hours or normal hours per week
  • Interpret and apply policies and procedures and use reason and judgment to develop conclusions or solutions to problems


Conditions of Employment


  • Valid Ontario Class “G” Driver’s Licence in good standing and reliable vehicle to use on corporate business
  • Please note that this is a requirement for any new employees to the City of Barrie in accordance with the Police Record Check Procedure. Existing employees will be grandparented from this requirement.

Other Important Information


Location: Environmental Center, 272 Ferndale Drive North, Barrie


Hours: The normal hours of work are 40 hours per week; however, some non-standard hours may apply


Wage: This is a temporary full-time non-union position with the following pay level and 2023 pay range:


  • Hourly Pay Rate: $46.13 to $61.82 per hour
  • Yearly Salary: $95,959.42 to $128,593.83 per year
  • Pay Level: Level 12


Benefits: This position includes single health and dental benefits, prorated paid sick time based on the expected duration of employment, and prorated vacation time based on calendar year and in accordance with the Employment Standards Act.
