Job Description
Reporting to the Department Manager of Business Planning and Performance, the Strategic Business Planner is an integral member of the City Operations Department Strategy Section’s strategic management and integration accountability. Assisting the Manager to anticipate and plan for the future of the City of Edmonton, while balancing the needs of stakeholders and the public with the realities of our fiscal situation and timelines. A primary responsibility of the Strategic Business Planner is to partner with City Operations stakeholders to contribute to the development of strategy, priorities, and direction of the department in alignment with Corporate directives.


With a focus on the City of Edmonton’s Culture Commitments to be Safe, Helpful, Accountable, Integrated, and Excellent, you will:


  • Collaborate and assist in the proper identification, assessment, prioritization, and mitigation of risks
  • Work with branches to develop policies and update as required
  • Proactively monitor best practices in other jurisdictions and industry, as well as academia, to identify improvements applicable to City Operations
  • Monitor and prepare regular reporting for a variety of functions, including progress towards identified goals and outcomes, and the annual review of Branch Action Plans and the Department Business Plan; facilitate the provision of information and data, determining the best method of reporting to meet the needs of decision-makers
  • Implement and sustain the Corporate Policy Framework including working with branches to develop and/or update policies as required
  • Partner in the development of Branch business strategies/plan such as Business Plan, Branch Action Plan, Annual Service Plan and strategic business cases, and ensure alignment to the City’s Strategic Planning Framework
  • Align strategy/business planning with budget across the department and with other branches across the organization
  • Support the Manager with the timely notification and / or escalation of issues, with proposed solutions
  • Implement corporate processes and tools to support risk management in the departments, such as risk registers, risk identification and evaluation tools, integrated reporting, and progress monitoring and measures
  • Provide input into the development of corporate strategy/plan methodologies, templates, tools created by Service Innovation and Performance
  • Coordinate and facilitate the development and ongoing monitoring of both the Branch operating and capital budget process, including coordination of resources and information to complete templates (e.g. service packages, program overviews, budget overviews, supplemental adjustments, etc.); develop targets, analyze requests, and work with Sections to identify needs and costing and developing alternate funding strategies
  • Partner with corporate, department, and section stakeholders to ensure coordination and integration of activities
  • Act as a Branch and Department champion, while participating on committees, teams and working groups
  • Facilitate the process for implementation, alignment, and integration of the strategic and corporate plans
  • Identify key risk indicators to measure the efficiency and effectiveness of risk monitoring, risk controls, and risk mitigation
  • Review and adjust (as required) the Performance Management Framework and measures to ensure alignment with strategic/business plans
  • Regularly monitor, analyze and evaluate performance measures to identify trends and issues, identify areas for improvement, and make recommendations for corrective action to improve service delivery
  • Develop, implement, and measure department performance management framework(s) for long-term evaluation and improvement
  • Lead and facilitate the process for the department and branches to use for business planning, translating the corporate direction into actionable plans
  • Approach all functional work with a continuous improvement mindset, making recommendations and implementing as needed


Qualifications:


  • A minimum of five (5) years of progressively responsible experience in a combination of: strategic and operational business planning, working with corporate performance measures and budgets; business case development

  • Significant knowledge of corporate priorities, strategies and initiatives, and associated timelines associated with the corporate reporting processes/protocols
  • Ability to understand and execute oral and written instructions of an advanced nature and ability to express complex ideas and concepts effectively and persuasively, verbally and in written format
  • Ability to assertively build effective working relationships with all levels of management, and demonstrated comfort working with and advising senior leaders

  • Valid class 5 drivers license (or provincial equivalent). Must obtain business auto insurance for personal vehicle use on City business
  • Considerable knowledge and experience developing, managing and/or working with performance measures, linkages to general budget, strategic and business plans
  • Completion of a University degree in Business Administration, Commerce, Finance, Public Administration, Planning or a related discipline. A graduate degree is considered an asset
  • Applicants may be tested
  • Experience and skill in the use of analytics, and data intelligence to support decision making processes
  • Advanced level knowledge of primary and secondary research methodology—including design and implementation, data collection, and trend and results analysis, and presentation
  • Considerable knowledge of strategic and business planning principles, policy development and benchmarking and procedures for alignment of performance measures with the department’s business plan goals
  • Skills and expertise leading integrated interdisciplinary teams with demonstrated results in collaborative business strategy development
  • Strong understanding of financial processes, budgeting, and financial reporting
  • Leadership and project management experience within a public sector environment would be considered an asset

Up to 1 temporary full-time position for 11 months


Hours of Work: 40 hours per week


The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.


Salary: $ 45.846 - $ 57.931 (Hourly);
