Job Description
JOB TITLE SPECIAL PROJECT POLICY ANALYST

POSITION TYPE TERM (Ends March 31, 2024), FULL-TIME
Position Summary
Under the direction and supervision of the Special Projects Manager, and working with the Grand Chief’s Office, the Special Project Policy Analyst will be responsible for providing specialized project management, coordination, engagement, research, and analysis for all AMC activities related to unmarked graves at residential schools in Manitoba.
Key Responsibilities
  • Local research, engagement and knowledge gathering with First Nations in Manitoba.
  • Coordinate First Nations efforts for community-based initiatives undertaken in Manitoba.
  • Coordinate a regional gathering involving all First Nations in Manitoba, and others.
  • Develop template resources to provide to First Nations to support their undertaking of searches.
  • Ensure proper local protocol is considered, respected and implemented for the remains of children located.
  • Identification of requirements and procurement of: training required for trauma-informed supports; equipment; and technical resources.
  • Identify commemoration and memorialization activities including for at the The Forks in Winnipeg, at residential school sites, and First Nations.
  • Participate at relevant and related provincial committees, table and working groups.
  • Collaborate with the National Centre for Truth and Reconciliation.
  • Work with the AMC Elders Council to support the overall participation, oversight, guidance and direction to AMC Leadership on IRS.
  • Support First Nations to ensure culturally appropriate supports are available to Survivors.
  • Attend meetings and/or conferences, as directed, and provide a report.
  • Support and assist First Nations conducting searches of Residential Schools in Manitoba, including assistance in the development of research plans.
  • Work closely with the Project Coordinator as it relates to unmarked graves at residential schools in Manitoba
  • Other duties as assigned.
  • Assist when requested to host ceremonial, healing and commemorative activities.
  • Share information and communications between First Nations.
Qualifications
Education & Experience
  • Demonstrate ability to provide analytical supports while managing multiple projects and deadlines.
  • Must have a current satisfactory Criminal Record Check, and Clear Child abuse Checks.
  • Bachelor of Arts or a related discipline and/or a related equivalent demonstrated experience.
  • Must have a valid Class 5 driver’s license and a reliable vehicle.
  • Be able to follow office practices, procedures, and confidentiality.
  • Equivalent combination of education and experience may be considered.
  • Knowledge of First Nations culture, history, Treaty, and inherent rights.
  • Knowledge of First Nation people and communities in Manitoba.
  • Demonstrated ability to communicate in one of the five First Nation languages in Manitoba.
  • Excellent verbal, written, inter-personal communication and presentation skills.
  • Knowledge and understanding of the Assembly of Manitoba Chiefs, and of First Nations in Manitoba, and the issue of unmarked graves at residential schools.
  • Work flexible hours and travel upon request.
  • Experience in dealing with the issue of residential schools, working with residential school survivors.
  • Proficient use of Microsoft Office software, Word, Excel, and Outlook.
