Waapihk Research is an Indigenous-led group of passionate experts who provide data-driven research to answer questions related to Indigenous health systems and outcomes. We aim to play a supporting role in the transformation of Indigenous healthcare by empowering community leaders with the information they require to shape policy and drive meaningful outcomes.


Position Overview


Seeking an enthusiastic, driven candidate to fill the position of Education Policy Analyst at a growing Winnipeg-based consulting firm. Reporting to the Director of Research, the Education Policy Analyst is responsible for providing research support to principal team members on ongoing projects and leading client files as they pertain to First Nations education policy. The incumbent will be tasked with specific policy research directives and quantitative and qualitative analyses and be responsible for developing reports, literature reviews, briefs, and summaries. The position is collaborative but requires a candidate who is self-motivated, driven, and manages their time efficiently.


Duties will include:


  • Engaging with individuals, Nations, and other stakeholders across various sectors to understand impacts, best practices, and gaps in knowledge related to First Nations education systems and policies.
  • Undertaking specific research tasks including cross-sectoral environmental scans, information gathering, and secondary research.
  • Identifying political and social trends and developments as they relate to First Nations education policy priorities and initiatives.
  • Designing and executing quantitative research analyses.
  • Researching, analyzing, and interpreting municipal, provincial, federal, and other social and health policies as they pertain to Indigenous education systems and Nations.
  • Development of literature reviews, briefs, backgrounders, reports, research papers, and summaries.
  • Collaborating with fellow researchers to conduct research related to projects and client files.
  • Other duties, as assigned.


Essential Qualifications


  • Excellent oral communication and interpersonal skills.
  • MA or PhD degree in policy studies, political science, public administration, law, Indigenous studies, education, or a relevant specialized discipline.
  • Excellent written communication skills with experience preparing literature reviews, briefs, research reports, and qualitative data processing.
  • Comfortable working in a flexible and evolving environment.
  • Experience in supporting research activities and/or projects.
  • Experience in mixed methods research design.
  • Experience researching and analyzing complex public and government policies, programs, and initiatives, including identifying relevant data sources.
  • Applied experience in quantitative research methods.
  • Strong organizational, critical thinking, and analytical skills with the ability to manage multiple competing priorities within tight timeframes.
  • Experience working with highly sensitive material in a confidential and professional manner.
  • Good working knowledge of Microsoft Office (Microsoft Word, Excel, and Outlook), and qualitative and quantitative data software.
  • Knowledge and awareness of Indigenous and First Nations education policy and issues in Manitoba and Canada.
  • Introductory statistics training.
  • Ability to work independently within a multi-disciplinary team.


Desired Qualifications


  • Intermediate statistics training/education and/or experience is considered an asset.
  • Knowledge of legislative and policy development and processes at the federal and provincial level is an asset.
  • Experience working with Indigenous and northern communities on various issues.
  • Experience supporting primary/field research activities is an asset.
  • Ability to communicate in Indigenous language(s) and/or previous exposure to Indigenous communities and cultures is considered an asset.
  • Knowledge and awareness of issues relating to Indigenous self-governance, rights, and health transformation reform, particularly in the province of Manitoba and Northern Ontario is considered an asset.


Position Details


  • Location: In-person at our Downtown Winnipeg office.
  • Proposed Start Date: ASAP / Negotiable.
  • Compensation: Final salary commensurate with education and/or experience.
  • Benefits: Health Spending Account allocation; paid vacation; flex-time.

Conditions of Employment
