Position: Site Manager

BEL, fully owned by Erik Nyland, P.Eng., was incorporated in 2009 to provide experience-based consultant services to construction, mining, and government. Since that time, we have evolved into a design-build full-service contractor with bases in Faro and Whitehorse, Yukon, and specialising in mine care and maintenance, and bridge construction. BEL provides site investigation, surveying, soils analysis, design services, transportation, and construction services using our fleet of approximately 60 pieces of heavy construction equipment and trucks, and 25+ employees.

BEL is the current Care and Maintenance provider to the abandoned Ketza River Mine site, a position we have held for the past 7+ years, and the Wolverine Mine site for the past 5 months. We provide water treatment, security, road and structures maintenance, and construction services at both sites. As the C&M contractor, we provide services for the on-going operation, maintenance, repairs, inspections, and monitoring of the Site to protect persons, property, and the environment on a 24 hour-per-day, 365 day-per-year basis.

Background

The Wolverine Mine was a zinc-silver-copper-lead-gold underground mine that was owned and operated by Yukon Zinc Corporation. The mine commenced operation in March 2012 however, after 3 years of operation, the mine went into temporary closure. The original estimated life-of-mine was 9 years, based on a 5.2 megatonne mineable reserve.

In December 2018, Energy Mines and Resources, Government of Yukon, began to undertake work on the Site to address emerging issues as authorized under Section 37(1) of the Yukon Waters Act. Since that time, the Government of Yukon has overseen a number of projects intended to address immediate risks to the environment and stabilize the site, including construction of the underground water treatment system, operation of the Tailings Storage Facility (TSF) water treatment system, geotechnical inspections and environmental monitoring. In September 2019, PricewaterhouseCoopers Inc. (PwC) was appointed receiver of Yukon Zinc Corporation for the Wolverine Mine site. Following a number of court decisions, responsibility for the site was transferred to the Government of Yukon (Owner) in the fall of 2022. The Government of Yukon intends to begin remedial planning for the Site.

The Care and Maintenance for the Wolverine Mine Site was tendered by Yukon Government Department of Energy Mines and Resources, Assessment & Abandoned Mines Branch, during the summer of 2022, and Boreal Engineering Ltd was the highest ranked proponent and selected to provide the service. The contract term is 3 years with an option to renew for up to two additional 1-year terms.

Location

The Wolverine Mine is located within the traditional territory of the Kaska First Nations in the southeastern Yukon near the headwaters of the Wolverine Lake watershed, approximately halfway between the communities of Ross River and Watson Lake.


Your Role

·Operate and maintain the site’s power generation and distribution system.

·Maintain, monitor and inspect the Tailings Storage Facility (TSF), including the south and east dams and the north and west cut slopes.

·Maintain and monitor entrances to the underground mine workings, including the portal and vent raise.

·Operate and maintain the underground water treatment system (UWTS) including associated water conveyance and mechanical components to discharge compliant water.

·Monitor and maintain sufficient chemicals, supplies, parts and critical spares needed to operate UWTS.

·Operate and maintain the barge at the TSF and the mine site air strip.

·Operate and maintain all pumps and pipelines and the fuel dispensing and distribution system.

·Operate and maintain the camp’s potable water filtration system, and treat water as needed.

·Operate and maintain the site’s land treatment facility, including the runoff collection sump, liners and fill slopes.

·Monitor and maintain all diversion ditches & sumps.

·Monitor and maintain waste rock storage areas and seepage collection ponds.

·Monitor cut and fill slopes along road edges.

·Monitor and maintain all site access roads, culverts, and bridges along the site access roads.

·Operate, monitor and maintain the site access gate.

·Operate, monitor, and maintain a communications system.

·Conduct inspections.

·Conduct repairs, modifications, and maintenance to existing YG structures, buildings, facilities, and systems as required.

·Perform administration tasks such as site records and documentation.

Qualifications

·Experience supervising heavy equipment operators and/or have experience operating heavy equipment.

·Possess knowledge and/or experience in mechanical, electrical, and millwright trades.

·Have experience that demonstrates oversight of health, safety, and environmental programs for compliance.

·Experience and/or training in mine water treatment and water quality sampling is an asset.

Certifications/Training - Must have (or be willing to take)
