In September 2022, Kitchener-Wilmot Hydro Inc. and Waterloo North Hydro Inc. merged to become Enova Energy Corporation. CANDIDATE PROFILE
Reporting to the Vice President Finance & CFO, this position is responsible to maintain and share current knowledge of relevant regulations affecting the corporation (including proposed and final regulations). Assist other departments with regulatory compliance, to assist with developing regulatory strategy; coordinate and administer all financial, statistical and service quality information report to the Ontario Energy Board; to administer the Corporate rate submissions, adjustments and supporting evidence to the Ontario Energy Board and administration of regulatory accounting processes to ensure Ontario Energy Board compliance. This position is further responsible for the development and maintenance of an overall risk management process for the organization and oversight of insurance policy purchases and claims. This manager’s position will supervise staff in the Regulatory Department and provide leadership and maintain a team environment.
Direct Reports to the Senior Manager: Manager of Regulatory Compliance, 2 Regulatory Analysts
DUTIES & ACCOUNTABILITIES
- Administration of accounting processes to ensure that Corporate accounting systems financial reporting are in compliance with the Ontario Energy Board's "Accounting Procedures Handbook". Development of corporate reporting systems for internal and external reporting; provide training to corporate staff as required.
- Training & Support: Building risk awareness amongst staff. Provide regulatory and technical support to other departments and consultants.
- Risk Management: Maintain knowledge of all regulatory issues affecting the corporation; analyze impacts and oversee implementation of required regulatory changes. Design, implement and maintain the risk management program for the Corporation which includes identifying risks; analysis of impacts and mitigation recommendations.
- Safety: Provide leadership for Occupational Health & Safety activities for the organization to effectively promote a culture of health, safety and loss prevention.
- Reporting & Compliance: Implementation and management of all financial, statistical and service quality information reporting to the Ontario Energy Board Oversight of Corporate regulatory filings or refiling of evidence in support of the Ontario Energy Board regulatory requirements. Purchasing insurance and maintaining records of claims.
- Budgeting: Prepare and monitor the departmental operating and capital budgets and ensure that the department operates within the approved budget.
- Performance Management: Manage resources and the performance of the Regulatory Team through sound leadership and the development of the team. Prepare and deliver performance reviews for direct reports. Participate and recommend candidates in the recruitment and selection process. Coach and direct staff on the interpretation and application of programs, rules, concepts and client management strategies.
- Continuous Improvement: Recognize and undertake the responsibility to continually develop vision, professional knowledge and skills relevant to the position and other staff, to continually foster employee development and maintain a skilled workforce. Promote advancement of best practice and quality initiatives to provide a focused environment.
- Provision of Expert Advice: Counsel and confer with the VP Finance & CFO and executives keeping them informed of regulatory changes and risks affecting the Corporation
QUALIFICATIONS
Education:
- CPA designation
- Bachelor’s degree (B.A.) from 4-year course or university
Experience:
- Minimum 5 - 10 years’ experience in a rate regulated environment
- 8 years’ experience in a supervisory role
- 4 -10 years’ related experience and/or training or equivalent combination of education and experience
Knowledge:
- Basic knowledge of the contents and administration of the collective agreement, as well as Employment Standards Act
- Advanced knowledge of financial enterprise systems (JD Edwards and Insight preferred)
- Advanced knowledge of the electricity regulated industry or equivalent experience with emphasis on rate design and cost allocation methodologies
- Intermediate knowledge of Occupational Health and Safety requirements as it relates to individual, organizational and operational requirements
- Proficient knowledge in the Microsoft Office Suite
- Advanced knowledge of regulatory and governmental requirements including but not limited to: Retail Settlement Code, Distribution Settlement Code, Standard Supply Service Code, Affiliate Relationships Code, Electricity Distribution Rate Handbook, Accounting Procedures Handbook, Market rules, Electricity and Gas Inspection Act, Accessibility of Ontarians with Disabilities Act
Skills:
- Advanced ability to write reports and business correspondence and to effectively present information and respond to questions from multiple stakeholders
- Ability to foster strong business relationships with internal staff, customers, developers, authorities, and other stakeholders
- Advanced ability to plan, execute, administer capital and/or operational projects and mitigate associated risk
- Advanced ability to analyze problems, investigate and implement solutions and resolve conflict
- Advanced verbal and written communication skills to provide clear direction on work priorities and expectations interact with multiple stakeholders in a professional manner
- Intermediate ability to apply critical thinking skills, troubleshoot technical challenges, collect & analyze data and draw valid conclusions
- Ability to provide strong leadership, mentorship and support to ensure the delivery of organizational goals and business plans
- Intermediate project management, time management and organizational skills
- Intermediate ability to research, recommend and implement changes to improve operational effectiveness and strive for continuous improvement
- Proficient skills in MS Office and various applications
