Job Description
POSITION PURPOSE

Reporting to the Deputy Regional Solicitor, is responsible for drafting agreements and providing legal advice to Regional Council, Committees, the Regional Chair, the Chief Administrative Officer, Regional departments, corporations, boards and related entities concerning Regional issues and projects that have a significant corporate wide impact on legal matters for assigned legal portfolios.

MAJOR RESPONSIBILITIES


  • Drafting and negotiating agreements
  • Evaluates claims, identifies available legal options and assists in developing risk management strategies.
  • Represents the Region, boards and corporations, in negotiations and dispute resolution, including appearances before administrative tribunals and courts. 
  • Maintains current knowledge of developments in law and their application to Regional responsibilities.
  • Retains and instructs external counsel, consultants and other professional advisors.
  • Provides advice to  Regional departments, municipal corporations, related entities  and the Police Services Board on a variety of legal issues including commercial, contractual, corporate governance and jurisdictional issues, legislation, regulation and policies.
  • Supervises Associate Counsel and support staff, including recruitment, selection, hiring, assigning work, determining training and development needs, conducting performance appraisals. 
  • Represents Regional interests in strategic planning and delivery of Regional services and infrastructure, including development, construction, dark-fibre telecom network, governance, municipal administration, and financing.
  • Performs other duties as assigned to meet Department and Regional objectives.
  • Provides legal advice relating to procurement of goods and services and applicable legislation, including the Municipal Act, 2001.
  • Prepares Committee and Council Reports and advises Senior Management on legal implications of departmental initiatives.


QUALIFICATIONS


  • Knowledge of current developments in the law and their application to Regional responsibilities, with a particular expertise in Telecommunications, Broadband, Infrastructure, and Corporate Law and governance of municipal corporations, preferable in a government setting or sound understanding of same..
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management, leadership/management, accountability, and flexibility/self management.
  • Expert drafting skills and knowledge of legislation, guidelines, procedures, standards applicable to the practice area and a complete understanding of the Regional governmental structure.
  • Membership in good standing as a Lawyer in the Law Society of Ontario.
  • Successful completion of a University Degree in Law (L.L.B.) or Juris Doctor Degree (J.D.).
  • Minimum of ten (10) years experience providing a broad range of legal services in the area of Corporate Law or Development Law or Construction Law or Municipal Law or Telecommunication, Broadband and Infrastructure Law.
  • Computer literacy utilizing MS Office software and internet applications.
