Job Description
Come work as a Senior Clinical Planner (Regional Home Health) with Vancouver Coastal Health (VCH)!


Reporting to the Executive Director, the Senior Clinical Planner provides clinical planning services for key strategic initiatives for the Regional Home Health program by leading and preparing all aspects of clinical planning for project proposals, planning, briefing notes development or program initiatives for the designated clinical area. The Senior Clinical Planner partners with the clinical leadership, medical staff, and project planning team to ensure integration of associated clinical services; alignment with current, emerging and best practice requirements is considered in the program design requirements and implementation and that appropriate frameworks and processes for evaluation are in place. Leads a clinical planning team in support of the programs projects and initiatives and successful implementation.


As a Senior Clinical Planner with Vancouver Coastal Health you will:


  • Facilitate the approval of major clinical initiatives and leads the preparation of appropriate briefing notes and documentation containing justification of proposed project, strategic option analyses, assessment of risks and impact, cost benefit analysis and other options for funding approval by the project leads, operational leads, medical leads, Senior Executive, Board or the Ministry of Health Services.
  • Assign work to designated clinical planners and orients assigned staff by developing and implementing appropriate staff development and retention plans; provides leadership to assigned staff by providing guidance on clinical planning strategies, project management duties and related technical issues.
  • Coordinate the inter-departmental assessment, redesign and/or formulation of clinical and operational systems by establishing and evaluating simulated scenarios designed to test the training systems, procedures and equipment in the new environment.
  • Provide project management functions as designated by managing assigned clinical planners for the organization during the pre-approval & execution stages. Develops the deliverables and processes and ensures that clinical objectives are met.
  • Carry out responsibilities in accordance with health and safety requirements. Immediately reports unsafe situations by notifying supervisor or other appropriate personnel.
  • Perform other related duties as assigned.
  • Facilitate the resolution of planning issues and acts as a mediator assisting the user groups, the project team and other consultants to resolve planning/space/functional conflicts; provides clinical information to assist senior staff in problem resolution by reviewing specifications to ensure products and systems contained meet user needs.
  • Prepare or informs monthly status reports that reflect clinical planning projects, process, timelines, milestones, clinical issues and risks.
  • Lead and manage the clinical planning for the project including the master planning for functional programs, design phase of project development and strategic initiatives by consulting and securing agreement from user groups on clinical needs determining if clinical needs are appropriate and coordinating a review of clinical user needs for each initiative or program.
  • Lead and guide clinical planning processes and strategies by consulting with clinical/research/ academic programs, hospital/community services and coordinating clinical teams to secure necessary information; works in collaboration with internal and external stakeholders to develop documents such as project charters, briefing notes and functional program development that incorporates the project proposals for submission to departmental leadership and the Ministry of Health Services.
  • Monitor the performance of any retained external consultants for clinical work packages related to a strategic initiative; coordinates a review of the functional needs for each project with appropriate project team and/or stakeholder groups.
  • Conduct meetings with stakeholder groups, and steering committees and liaises with project teams and external stakeholders such as regional and government officials, as required.
  • Coordinate the formulation of project deliverables by consulting with user departments to assess and identify needs; develops specifications to meet user needs and conform to established standards and polices.
  • Work closely with the Professional Practice to facilitate clinical scope and practice change to ensure alignment of the Project’s clinical planning activities with the organization’s strategic objectives; coordinates the assigned project team work assignments by consulting with user groups to complete scheduled project activities and ensure cost targets are followed; reports and advises on clinical problems and/or deviation from the approved plan and assists with preparing justification reports as necessary to accompany any requested clinical changes.
  • Manage and lead the planning for various Regional Home Health clinical initiatives to support business case submissions including the assignment of work packages by developing and completing performance documents for assigned staff and developing work packages for all phases of the project, strategic initiatives and business case development to integrate with other departments.


Qualifications


Education & Experience


  • Seven (7) years’ recent, related clinical planning experience in a large complex multi-site healthcare organization, or an equivalent combination of education, training and experience.
  • Master’s degree in Health Care Administration or related health science discipline
  • Current registration with relevant clinical professional College/Association.

  • Demonstrated ability to negotiate and facilitate consensus with various levels of government and community groups, and to develop and maintain mutually beneficial relationships with business partners as well as other external stakeholders
  • Demonstrated knowledge of project management principles and methodologies.
  • Demonstrated ability to prepare and present complex information to individuals and/or groups.
  • Physical ability to perform the duties of the position.
