Job Description
The Air Line Pilots Association, International (ALPA), the largest airline pilot union in the world and the largest non-governmental aviation safety organization in the world seeks a Safety and Security Representative for our Ottawa, Ontario, office. ALPA represents over 74,000 pilots at 42 U.S. and Canadian airlines. The Safety and Security Representative serves as an advocate for the ALPA International membership to improve aviation safety and security; as such, interfaces with the Transportation Safety Board of Canada (TSB), Nav Canada, Transport Canada (TC), and the Canadian Air Transport Security Authority (CATSA). They work to optimize airspace utilization and cooperation between pilots and regulatory authorities, especially in aviation safety, security, and capacity and efficiency requirements; assist in the coordination of the Safety, Security, Flight/Duty Time, Jumpseat, and Pilot Assistance Committees’ projects and activities; prepare comments on legislative and rulemaking/amendment initiatives in the safety, security, accident investigation, and airspace system capacity and efficiency areas; prepare testimony for ALPA International and Canada Board officers for presentation; and, represent member interests in industry participation groups such as the Canadian Aviation Regulation Advisory Council (CARAC).


Local and national (some international) travel 5 - 20 %.

Minimum Requirements


  • Bilingual in English and French preferred
  • Ability to work in a team environment is essential.
  • Special expertise in aviation safety and security, aviation rulemaking, and/or previous experience in an inter-governmental aviation advisory capacity may be substituted for the pilot’s license and/or the bachelor’s degree.
  • Bachelor's degree in relevant area, e.g., engineering or other related discipline, from an accredited college or university required; or, the equivalent combination of education and practical aeronautical experience, advanced degree preferred.
  • Software Microsoft Office Word, Outlook, PowerPoint, and Excel.
  • Experience operating various types of aircraft in a variety of air traffic environments is desirable.
  • Knowledge of TC organization and functions and of the inter-governmental process is required.
  • Licensed pilot with an instrument rating knowledgeable in aircraft flight operation, Canadian Aviation Regulations (CARs), national and international aviation standards, and airborne/ground communications and navigation systems preferred.
  • Strong technical writing and public speaking skills required.
  • Ten (10) years of experience in the fields of accident investigation, aviation safety and security, pilot training, and/or airline flight operations required.
  • Familiarity with international accident investigation standards contained in ICAO Annex 13 and the accident investigation process/procedures used by TSB required.
  • Minimum of five (5) years of experience working in technical groups involved in aviation rulemaking, concept of operations, and developing advisory material to show compliance with regulations is required.
  • Must possess interpersonal skills to effect decisions in support of ALPA interests amongst aviation community groups.
  • Excellent interpersonal and communication skills, oral and written, for effective interaction with internal staff, pilots, and external contacts.


Physical Demands

Constantly operates a computer/smartphone/tablet. Regularly required to maintain a stationary position, move about the office and the Ottawa metropolitan area, determine what others have said or written, and converse with others and exchange accurate information.


Regularly required to sit, stand, bend, reach, and move about the office and travel (locally, nationally, and internationally). May also include occasional bending, stooping, squatting, and/or pushing and pulling or moving, e.g., to pack, unpack, and/or move cases.


Occasionally required to move, raise, reach, and/or retrieve binders, books, boxes, and files up to ten (10) pounds (lbs.). While on travel, could be responsible to move, raise, reach, and/or retrieve binders, boxes, cases, and/or files weighing as much as 50 lbs. (Assistance may not always be available.)
