Job Description

1. Project Manager Scope of Services

The successful Proponent will provide all required project management services associated with the

project. The scope of the services may include, but are not limited to:

 Working with the Project stakeholders to maintain structures for project governance and decision-making for O365 Project;

 Overseeing SharePoint project developers;

 Providing advice and support to the Project’s Management Team for team structure, roles and accountabilities and to make recommendations for change;

 Continuing to define project objectives and selecting the most appropriate path or plan in order to satisfy project objectives;

 Defining project tasks and personnel requirements;

 Maintaining, executing, and monitoring project plans;

 Monitoring budgets, allocations and/or expenditures;

 Identifying, reporting and mitigating project risks and issues;

 Performing change management practices to achieve project deliverables;

 Managing the project communication and reporting process via status reports, meetings, and other methods as required for monitoring and accountability purposes;

 Providing IT Consultation and Account Management; and Other duties as assigned.


2. Business Analyst Scope of Services

The successful Proponent will provide all required services associated with the work. The scope of the services may include, but are not limited to:

 Conduct lead and support interviews and systems analysis with multiple stakeholders to gather user requirements, current and future workflows via workshops, questionnaires,

surveys, site visits, workflow analysis, use cases, scenarios, and other methods;

 Analyze and document business requirements, workflows, and processes; communicate them with related stakeholders by constructing basic conceptual data and process models, including process flowcharts and technical specifications;

 Develop and utilize standard templates, translating conceptual user requirements, and creating process models, specifications, diagrams and charts to provide direction while

developing and conducting reviews;

 Identify opportunities for process improvements and provide analysis, propose change strategies, and communicate proposed strategies appropriately;

 Present concepts in a concise and focused manner, including narrative, process diagrams, role and accountability diagrams and business-focused story boards;

 Develop and document test plans, test cases, and scenarios for user acceptance tests;

 Execute user acceptance tests as planned. Document and communicate test findings;

 Documentation of requirements, workflows, test plans, test cases, technical documentation,

release notes, user guides, and training and other materials as necessary;

 Participating in project meetings to report on progress, issues and risk management;

 Maintain all documentation as changes are introduced; and

 Perform user training to new O365 and Electronics Document Management System users as required.




The resource(s) provided by the successful Proponent(s) must have the following experience:

 A minimum of 5 years demonstrated experience of directly related to IT project management in a government environment;

 A minimum of five (5) years experience directly related to business analysis in a social services/health care environment;

 A minimum of five (5) years experience working and supporting existing government systems in ITSS;

 Recent experience related to one of the following project areas would be considered an asset:

 Large scale initiatives that directly impact clients;

 Service Delivery.

 Extensive knowledge of IT project management and business analysis methods, tools and techniques. Knowledge or experience in:

 Project Management and Business Analysis methodologies;

 Working with large teams/clients to document business requirements;

 Transforming business requirements into a technical specification document;

 Multi-tiered architectural environment;

 Developing report requirements;

 Providing training to users.

 Extensive knowledge of, and experience working with, the following is mandatory:

 Microsoft O365 (extensive knowledge required);

 Microsoft SharePoint;

 PEI Government applications and/or supporting PEI government systems including Electronics Document management System, etc.;

 Overseeing application development and testing.

 Experience working with the following is an asset:

 PowerBuilder systems;

 Working in a government organization.

 Demonstrated ability to work in a dynamic environment, establish priorities, and meet tight deadlines. Excellent verbal and written communication and presentation skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
