Position Overview:


Reporting to the Recreation Manager Community Centres, the Program and Project Coordinator, Community Development organizes, maintains, coordinates and leads the activities relating to special programs, projects and strategies within Recreation Services. Prepares critical paths, reports and documents for review by Senior staff to advise of progress and to seek direction for future action relative to the portfolio. Uses City approved strategies, master plans and documents to complete action items relative to these studies. Oversees and is the subject matter expert for various programs and projects. Acts as the primary liaison working with internal and external stakeholders as required to deliver on approved strategies. Provides support, guidance and training to staff.


Qualifications and Experience:


• Four (4) year University Degree in Business or Public Administration, Recreation and Leisure, Social Services, or suitable equivalent.


• Minimum five (5) years related progressive experience, including three (3) years’ experience in policy, strategy, master plan development and implementation and managing or coordinating programs and projects in the public sector. Prior experience in a similar role and the ability to work in a team setting.


• Ability to adapt to change and to existing initiatives to meet the needs of the departmental and corporate goals, objectives and initiatives.


• Demonstrated knowledge and proficiency in a range of core functions and operational processes of the division.


• Comprehensive knowledge of trends, issues and strategies.


• Demonstrated knowledge of and programming experience with clients possessing a variety of cognitive, physical, and mental conditions.


• Ability to analyze issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations and courses of action.


• Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize quality and cost-effectiveness of delivery of business areas.


• Proven ability to manage conflict, effectively problem solve, be capable of working under stressful conditions as well as possess organizational and analytical skills and abilities.


• Ability to plan, organize, prioritize and balance multiple responsibilities, shifting priorities, regular workflow interruptions while maintaining a positive attitude.


• Excellent analytical, problem solving, interpersonal, communication and negotiation/mediation skills.


• Demonstrated knowledge of financial operating and business planning processes.


• Knowledge and proficiency in using Microsoft Office Suite.


• Comprehensive knowledge of Accessibilities for Ontarians with Disabilities Act; Ontarians with Disabilities Act; Human Rights Code and Municipal Act.


• Technical Writing - clear and concise professional writing abilities, as well as communicating complex processes and procedures in writing.


• Project Management - overseeing employees throughout multiple stages of one or more projects, making the ability to coordinate activities and monitor progress toward specific goals useful. Understands the basic processes and resources required to plan and execute a long-term project.


• Ability to work outside normal business hours. Regular evenings/weekend work may be required; overtime and respond to “after hours” emergencies as required.


• Ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment, and when dealing with sensitive/confidential or controversial topics.


• A valid Ontario ‘G’ driver’s license, in good standing, with access to a reliable vehicle for corporate use.


• Knowledge of and demonstrated ability in the City’s core and leadership competencies and relevant functional competencies.



Working Conditions:


• Standard office environment and alternative work arrangements where applicable.


• Available to work outside of normal office hours for public consultations/meetings; Committee or Council sessions or to meet department objectives/priorities/delivery of major projects.


• Ability to visit other locations or sites to view programs or meet with stakeholders, as required.
