Mandatory requirement:


  • Lead/PM experience for Ontario's Public Safety Radio Network (PSRN) project for one of the largest and most geographically complex public safety radio networks in North America.
  • Experience in leading Learning and Development teams for the end-end creation of a learning curriculum that teaches Environmental Officers (Enforcement, Covert, and Office Staff) from multiple ministries including OMAFRA, MECP, MNRF, and the LRC to use state-of-the-art radio equipment.
  • Experience in designing, developing, and training (Train the Trainers) for a large team of trainers to deliver training for OMAFRA, MECP-EIEB, MECP Ontario Parks, and MNRF Enforcement Branch.
  • Experience in leading the scoping of proposed learning and performance solutions including the preparation of the high-level design and associated resource requirements for Public Safety Radio Networks.

Description


  • Ensure effective utilization of the LRC project management methods, tools and documentation
  • Conduct and manage training project governance as defined by LRC
  • Must have experience in the development, design and delivery of training materials for technical and non- technical users
  • Work with the key stakeholders for LRC and its partner ministries and vendors to understand and document the PSRN training requirements
  • The resource will lead the LRC Communications and Training Stream of the PSRN program will be responsible for ensuring the required Training materials and products are delivered on time, in scope and within budget with responsibilities that shall include, but not be limited to:
  • All roles procured are required to be cleared through the Contractor Security Clearance Process of the OPS. Security Clearance process, levels, roles etc. are subject to change without prior notice. Candidates may be required to undergo revised/new process (or levels) any time prior or during the term of the contract.
  • Excellent verbal and written communication skills with proven experience in training communication
  • Must have knowledge of adult education principles/practices (e.g. development strategies / methods, testing, and evaluation)
  • Experience and skills in creating and maintaining plans and coordinating project tasks
  • Perform ongoing issue and risk management to minimize project impacts
  • Must have above average verbal and written communication skills especially in English, as well as excellent organizational, facilitation, presentation and interpersonal skills
  • Solid experience in building and maintaining client relationships
  • Experience with developing online training programs targeted for diverse adult learning audiences.
  • Highly developed interpersonal and consultation skills with the ability to negotiate outcomes
  • Act as the single point of contact (SPOC) for the LRC PSRN training
  • Must have experience with computer and software applications for development of training materials, story boards and e- learning modules, including presentation and eLearning software and web-based facilitation tools
  • The resource is required to plan and manage the transition training required for the Land and Resources Cluster (LRC) and its partner ministries, as part of the new Public Safety Radio Network (PSRN) program.
  • Prepare executive project status report for LRC PSRN training
  • Knowledge and experience with graphic design principles and software. Expert use of Microsoft Office Suite, Good graphic design skills
  • Experience drafting and presenting materials for executive review at the senior leadership level
  • Experience with computer and software applications for development of training materials, storyboards and e-learning modules, including presentation software, web-based facilitation tools and eLearning software. Able to work with design documents and storyboards.
  • Excellent skills in the use of tools such as, Adobe Captivate, Adobe Illustrator, Adobe Premiere, Adobe After Effects, PowerPoint, Excel, Adobe Connect, Articulate Storyline, Microsoft Teams, SharePoint, SCORM
  • Ensure the training project activities are delivered on-time and within scope and budget
  • Experience working on a project team to deliver high profile training initiatives
  • Skills and experience using the Analysis, Design, Development, Implementation, and Evaluation (ADDIE model of learning design and development) learning development model
  • Must have demonstrated experience in creating customized online training materials and above average skills in graphic design
  • Proven experience working with teams and to create and implement large-scale training rollout plan
  • Manage the delivery of the LRC PSRN training
  • Deliverables will include, but are not limited to, developing training materials in print and digital formats for all training modalities: instructor led classroom, virtual classroom, on-demand eLearning and video modules. They will include, Facilitator's Guides, Learner's Guides, Job Aids, eLearning Modules, Interactive Video, Online Tests / Quizzes etc.
  • Demonstrated experience in creating user manuals and reference guides for both technical and non-technical users
  • Create and implement the LRC multi-ministry PSRN training strategy and rollout plan
  • Excellent writing skills in English language
  • Work with the PSRN Streams and other internal resources and third-party vendors to ensure the effective and timely execution of the planned training activities
  • Maintain comprehensive training project documentation
  • Measure training project performance using appropriate tools and techniques


Experience and Skill Set Requirements:


Training Management, Leadership, Development and Delivery Experience- 30%


  • Leadership experience managing large-scale, complex projects including implementation activities and recognizing, assessing and managing project risk, resources and scheduling
  • Proven experience in creating and implementing a large-scale training strategy and rollout plan
  • Experience managing and coordinating a large-scale training project with multiple stakeholders that have varying needs, requirements and restrictions
  • Extensive experience creating training material or user documentation
  • Solid experience as a Trainer in delivering training to both technical and non-technical users


Relationship Management- 15%


  • Exceptional experience in leading and managing a team with demonstrated skills in aligning teams across several organizations to deliver against the same outcome
  • Highly developed interpersonal and negotiation skills with the ability to negotiate outcomes when parties are not aligned
  • Solid experience in building and maintaining Stakeholder relationships


Communications- 20%


  • Excellent verbal and written communication skills with proven experience in project communications and documentation, including executive project status reports
  • Experience effectively managing, communicating and reporting to governance
  • Ability to communicate effectively and act as a liaison between stakeholders, clients and project teams regarding all training activities
  • Experience drafting and presenting materials for executive review at the senior leadership level


Project, Risk and Issue Management- 15%


  • Extensive experience in the use of project management software
  • Demonstrated experience with project status updates regarding scope, financials, issues and risk documents, and project change requests
  • Understands the concept and importance of governance and how to use it to manage for project success
  • Proven experience managing governance at the executive level for very large complex enterprise-wide projects
  • Demonstrated experience identifying issues and managing risks for large, complex enterprise-wide projects
  • Solid experience in creating and managing a training project plan/schedule


Public safety radio or telecommunications infrastructure experience in a large public sector entity- 20%


  • Experience with large-scale/ complex projects involving network design, network implementation, civil structures or user equipment distribution and operations in a large public sector entity
