Job Description
As a Specialized IT Consultant - Data Custodian, you will play a crucial role in ensuring the proper management, governance, and security of data assets within the Ministry of Transportation (MTO). Collaborating with cross-functional teams, data stewards, data architects, and data delivery teams, you will support the administration, operation, and enhancement of the MTO Data Integration and Sharing (MDIS) Platform, with a specific focus on data governance, data security, and data quality. Your responsibilities will encompass defining and managing business glossaries, metadata, data lineages, classifications, and more within the Azure Purview environment. This role requires a strong blend of technical expertise, data management skills, and regulatory compliance awareness.


Key Responsibilities:


  • Monitor MDIS Platforms for data availability, storage, and security compliance.
  • Collaborate with lead data stewards, data owners, and data stewards from various Spokes/Divisions to define and manage business glossaries, assets, and metadata in Azure Purview.
  • Provide administration support for user access, backup, recovery activities, and schedules on MDIS Platform.
  • Assist in the administration and operation of Azure Purview, managing collections, asset scans, workflows, data lineages, classifications, and other related aspects.
  • Monitor and ensure proper custody, transport, and storage of data assets and metadata within Azure Purview.
  • Support onboarding and refreshing of data to the MDIS Platforms, maintaining an inventory of data sources and target locations.
  • Collaborate with data architects, data modelers, data science developers, and DBAs to develop data pipelines and analytical data models aligned with business needs.


Specific Deliverables:


Your role will be responsible for producing a range of deliverables, including but not limited to:


  • Data sensitivity identification process
  • Data custodian monitoring and enforcement plan
  • Data discovery and quality assessment tool recommendations
  • Data incident response and management plan
  • Data quality management plan
  • MDIS Service Level Agreements.
  • Data classification framework and custom classifications
  • Data sharing and exchange agreements
  • Data backup and restore plan
  • Data access and authorization framework
  • Data incident log and audit trail
  • Data retention schedule documentation
  • Data asset inventory
  • Data privacy compliance plan
  • Data custodian training materials
  • Data governance policies and procedures document


Requirements Data Management Skills:


  • Knowledge of data quality, profiling, and cleansing techniques.
  • Familiarity with industry tools, particularly Azure Purview.
  • Demonstrated ability in managing and maintaining complex data.
  • Experience with data governance, security, and retention policies.


Technical Proficiency:


  • Experience with Data Modelling.
  • Experience with Azure cloud-based data management solutions.
  • Proficiency in Data Warehouse and Data Lake technology, including Azure Analysis Services.
  • Strong understanding of data architecture and related technologies such as Synapse, Databricks, Azure Data Factory, CI/CD Pipelines, and DevOps.
  • Proficiency in programming languages relevant to data management, such as SQL, Python, R, Stored Procedures, Logic Apps, and Power Apps.


Communication and Collaboration:


  • Skill in presenting complex technical information to a non-technical audience.
  • Strong written and verbal communication skills.
  • Ability to collaborate effectively with diverse stakeholders, both technical and non-technical.


Regulatory Compliance:


  • Familiarity with best practices for data security.
  • Ability to apply regulatory requirements effectively to ensure compliance.
  • Knowledge of industry standards and regulations related to data privacy and security.
