The Maintenance Engineering Officer is responsible for working closely with the maintenance department (including Supt Maint, Maint Manager, CUPW Technicians, Maint Planner, Maint Coordinator and Reliability Engineer) in the plant to provide guidance and support on effective maintenance processes. The Maint Engineer and Maint Planner work together building, implementing, executing and monitoring maintenance programs. They closely monitor conveyor based equipment (linked multi-line container handling systems—MLOCR to MLOCR, bulk parcel sorters, bulk packet sorters and bulk container sorters) which is deemed critical to mail processing through trend analysis, observation and quality of service provided for maintenance programs. Maint Engineer lead teams (may include some or all-Supt Maint, Maint Manager, CUPW Technicians, Maint Planner, Maint Coordinator and Reliability Engineer) to find solutions for chronic equipment problems-conduct campaigns and implement controlled tests and pilots. Maintenance Engineers provide support to Planners and Reliability engineers by gathering data and identifying time allotments for performing specific tasks related to preventative or day to day fixes on all mail processing and delivery equipment. These are requirements that are submitted as part of the annual business plan to identify time and cost associated with Maintenance programs. The Maintenance Engineering Officer assists in new installations and upgrades by reviewing technical requirements and specifications related to equipment maintenance and safety protocols.

Job Responsibilities

Below are the main job requirements and responsibilities for the Officer, Maintenance Engineering.

  • Reviews maintenance and installation plans for new, upgraded and modified equipment for validity and effectiveness. Plans may require adjustments in tasks performed or time allotted based on variables that have a direct impact on equipment performance i.e. replacement of filters may suggest every 2000 hrs but is dependent upon how often equipment is used and how dusty is the environment where the equipment resides. Maintenance Engineer or Technicians may perform task to validate plans.
  • A)Continuously reviews, observes and examines maintenance tasks to be performed by technicians or vendors (i.e. in one plant there may be 20 daily tasks, 25 weekly tasks, 10 Monthly tasks, 5 Quarterly tasks, 10 Yearly tasks). Maintenance Engineer is looking for ways to optimize the scheduling of these tasks, review time allotments and determine if specific tasks can be completed at the same time on a piece of equipment that may have several tasks to perform on the same day. Every piece of equipment from chairs to MLOCR has maintenance tasks to complete. These reviews helps reduce operations cost, increase performance and reduce down times impacting processing and delivery of mail.
  • Recommends modifications to equipment to reduce maintenance time allotment per task, ensure repeatability, quality and productivity of work being done. This may include design or re-design of tools and jigs completed by Maintenance Engineer or contractors.
  • B)Reviews safety protocols (lock out or tag out procedures) to ensure that vendor has provided, as per contract, properly sequenced procedures indicating what needs to be done in a specific order to ensure technicians and vendors can work on equipment safely. Equipment protocols vary based on type (electrical. Hydraulic, pneumatic, motion, gravity) of equipment and whether a piece of equipment has various types operating within the same system.

Job Responsibilities (continued)

  • Conducts within their region regular quality inspections on maintenance tasks completed by CPC or vendors; validates vendor work either by directly reviewing completed tasks or by verbal conversation with Supt Maintenance or technicians who regularly work on equipment being upgraded or repaired. Ensures that work meets SLA and sign off on request for Payment to certify services have been performed. Maintenance tasks performed internally follow similar process except there is no request for payment.
  • Leads maintenance department teams to determine solutions for chronic equipment failures; conducts and monitors controlled field tests, campaigns and pilots in support of reliability engineers’ findings. Once solution is determined Maintenance Engineer leads implementation of solutions.
  • Reviews equipment performance indicators and/or issues raised by maintenance department relating to specific maintenance tasks or time allotments to perform maintenance tasks. Coaches CUPW technicians and engineering employees on the value of performing quality maintenance activities. This helps to identify and fill gaps in knowledge or improve results.
  • Executes pro-active/predictive maintenance activities alone or in conjunction with Reliability Engineer such as FMECA (Failure modes effects and criticality analysis), SPC (Statistical Process Control), various Statistical modeling, SMED (Single-Minute Exchange of Die), RCM (Reliability Centred Maintenance), MTBF (Mean time between failure), MTTR (Mean time to repair) to identify various trends, ensure quality and reliability of all processing equipment.
  • Liaises with technicians and provides recommendations to the planner on time allotments that may impact future scheduled tasks and improvements for more efficient, safer work practices.
