Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Project Planning, in Planning and Development, is the unit responsible for defining and planning transit expansion projects in the early project stages through planning analysis, problem definition, options development, planning studies, and business cases. The unit is composed of four teams with four managers reporting to the Director, Project Planning.
What will I be doing?
  • Leads and is accountable for project business cases and planning, design, and engineering studies that inform transportation infrastructure decisions
  • Develops and maintains an understanding of diverse stakeholder agendas and liaises with stakeholders to facilitate collaboration and successful project outcomes
  • Oversees transit planning work of internal staff and consultant assignments and is accountable for setting and meeting schedule, budget, and quality targets including scope definition and vendor management, budgets, quality, timelines and deliverables
  • Leads projects through management of a team of professional planners and analysts delivering services and studies
  • Guides communication with senior management, decision-makers, and external stakeholders to inform technical and planning issues
  • Manages and develops annual capital, operating, and long-term budgets and staffing plans, in collaboration with the Project Planning management team
  • Manages and coaches staff and provides strategic direction to project teams
  • Represents Metrolinx in staff-level meetings and public presentations
What Skills and Qualifications Do I Need?
  • Oral/written/presentation communication skills
  • Completion of a degree Urban Planning, Transportation Planning, Engineering, Architecture, or a related discipline or a combination of education, training, and experience deemed equivalent
  • Leadership skills, including ability to manage a diverse team to meet targets, manage relationships, and drive success
  • Minimum eight (8) years of progressive leadership experience with developing and delivering planning studies and projects in the transit industry
  • Experience planning departmental and project budgets, and monitoring budget adherence
  • Project management principles and practices, including budget and schedule controls, to manage cross functional teams and consultants engaged in simultaneous projects (e.g. development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives Procurement, vendor and contract management, interpersonal, and negotiation skills to negotiate with and manage vendor relationships
