Job Summary
Are you a seasoned leader with a passion for parks and a drive to make a positive impact in the community? We are seeking two (2) exceptional District Manager of Parks Operations to oversee our extensive park system. Each district team is comprised of 210+ members inclusive of Park Supervisors, Parks Person I’s and II’s, a seasonal influx of temporary team members, and student resources. This is a unique opportunity to showcase your leadership competencies and shape the future of our parks for generations to come.
The district manager (north) and the district manager (south) serves as a member of the parks leadership team under the direction of the Manager, Parks Operations providing leadership for their section. The district manager will be responsible for delivery of parks services – including horticulture, sanitation, turf maintenance, sports field maintenance, general maintenance, and winter trail maintenance - through area supervisors, ensuring maintenance standards are met.
The District Manager will develop effective operational plans, promote a culture of safety, teamwork & collaboration, service excellence, and continuous improvement. The district manager will be responsible to liaise with residents, community groups, and other stakeholders, to share information or resolve issues, as needed.
Duties and Responsibilities
  • Stay up-to-date of emerging trends and best practices in parks and recreation management, continually seeking opportunities for innovation and improvement.
  • Foster strong relationships with community stakeholders, including local organizations, government agencies, council and residents, to understand their needs and enhance park experiences.
  • Required to participate in the On-Call and Standby Program.
  • Assists the Manager, Parks and Director, Parks Forestry and Environment in developing feasibility studies, business cases, business plans, and corporate reports to support future growth demands in the City.
  • Collaborate with cross-functional teams to support park improvement initiatives, including infrastructure upgrades, landscape enhancements, and program expansions.
  • Ensures compliance with all applicable By Laws and Policies.
  • Ensure compliance with safety regulations, industry standards, and best practices in park management.
  • Leads delivery of programming, operational and maintenance services within trails and open spaces, active and passive parklands.
  • Perform all other related duties as assigned.
  • Evaluate performance, provide coaching and mentoring, and facilitate professional development opportunities for all team members.
  • Manage operational budgets through monitoring expenditures, optimizing resource allocation.
  • Develop and implement yearly operational plans, policies, and procedures to ensure efficient and effective park maintenance, programming, and customer service.
  • Represent the organization at community events, public meetings, and forums, advocating for the value of parks and promoting public engagement.
  • Supports delivery of festival and special event venues, programming and amenities.
Skills And Qualifications
  • Degree or Diploma in Parks and Recreation Management, Business Administration, Horticulture or a related field; or combination of experience and education.
  • Ability to adapt to changing priorities, manage multiple projects simultaneously, and meet deadlines.
  • Strong knowledge of park management principles, including maintenance practices, programming, and customer service standards.
  • Professional certifications in parks and recreation management or related fields are an asset.
  • Five (5) years of progressive leadership experience in a leadership capacity, with oversight of leading operational teams, preferably in park operations or municipal operations; or combination of experience and education.
  • Proven track record of successfully leading large teams with a focus on building cohesive and high performing teams.
  • Exceptional interpersonal and communication skills, with the ability to collaborate effectively with internal and external stakeholders.
  • Demonstrated experience in budget management, resource allocation, and financial analysis.
  • Passion for parks and a genuine commitment to enhancing the quality of life for community members through park experiences.
  • Strategic mindset with the ability to think critically, solve problems, and make informed decisions.
