Program Overview – Family Settlement, Community Programs


The Manager of Settlement Services' performance will be synonymous with the Settlement Services' performance. Consequently, the Manager of Settlement Services’ job contributions can be defined in terms of the accomplishment of the Settlement Services' goals, and the programs operation within the unit and organizations policies and procedures. Monitoring of performance is synonymous with monitoring program performance against program and unit goals and policies. The Manager of Settlement Services manages all programs related to family settlement services across the organization. The position will support planning, implementation, and improvement process of programmatic integration with employment, financial and health services within the organization.


What You Will Do


  • Communicate with funders as guided by the Director, and build partnerships with satellite partners, local schools, appropriate agencies, community groups, and government bodies.
  • Assist in preparing program statistics and reports, funding proposals and other submissions on time.
  • Plan and implement programming that will address identified gaps in existing services.
  • Conduct regular staff meetings, provide guidance and support in program issues, and coordination challenges within the team and across the unit.
  • Assist in developing and monitoring program budgets.
  • Accountable for settlement service-related key deliverables, outputs and outcomes as defined by the funders and the agency.
  • Actively build teams, resolve conflicts, and maintain a healthy and high-performing work team.
  • Contribute to the recruitment and selection of staff.
  • Prepare and update written standard operating procedures and program protocols which will be used by staff while they implement activities in their roles.
  • Participate as part of the Newcomer Services department in developing and implementing operational plans, goals, and objectives.
  • Collaborate with the unit Director to plan, monitor and evaluate program models.
  • Work with staff to plan, monitor and evaluate all program activities, services, and outcomes on a regular basis.
  • Responsible for assigned initiatives undertaken and outcomes expected in Newcomer Employment Strategy.
  • Conduct regular file audits and case management reviews.
  • Work with the Director and program staff in the ongoing development and evaluation of programs, systems, methodologies, policies, and guidelines.
  • Maintain up-to-date CRM, iCARE and client files.
  • Ensure internal resources are updated to support program functions, and that all direct reports have the tools needed to succeed in their work.
  • Research trends in immigration, settlement service delivery and client needs to actively bring forward growth opportunities for the department.
  • Provide ongoing supervision and support to program staff, and conduct performance appraisals as required.
  • Develop and implement marketing and outreach strategies.
  • Develop and implement a process for client input.
  • Collaborate and strengthen partnerships with other departments in the Community Programs unit, other relevant units within the organization.


What You Bring To The Team


  • 4+ years of related experience in program development implementation and program management
  • Bachelor’s degree in Social Work, Adult Education or equivalent
