Position Overview:

The Energy Project Manager is responsible for providing strategic leadership, in the planning and development of policies, standards, programs and projects to meet the objectives of the City’s Corporate Energy Management Plan to reduce energy throughout the Corporation’s buildings and facilities. Technical responsibilities include reporting requirements of O. Reg 507/18; strategic planning and program development; initiatives for community and corporate Green Directions; support of capital energy projects; and energy data management.


Responsibilities:

• Manages and provides leadership in energy project development from program/project

inception to assessing funding, schedule, and in the development of project scope,

defining project deliverables coupled with providing technical expertise and oversight of

projects involving energy measures.

• Leads and/or prepares/comments on Environmental and Energy Assessments and other

applicable studies, including identification, evaluation and selection of energy preferred

solutions and design concepts.

• Responsible for the assessment, review and approval of energy management issues

associated with feasibility studies, facility energy audits, master environmental and energy

management reports, etc., and establishes conditions and requirements with respect to

the City's Corporate Energy Management Plan.

• Reviews and comments as appropriate, on environmental and energy management

policies/programs related to municipal infrastructure as proposed and approved by various

levels of government and other regulatory authorities. Identifies resulting implications on

the City and develops appropriate programs.

• Monitors the preparation, compilation and update of City energy management standards,

policies, procedures and design specifications relating to city buildings, facilities and

property. Prepares and implements new policies on energy management infrastructure

related issues.

• Adheres to the Project Management Institute principles to develop and organize project

protocols, procedures, relationships, and performance objectives to promote and achieve

desired outcomes.

• Responsible for developing, planning, management and implementation of strategies to

ensure regulatory compliance with O. Reg 507/18 and other legislated acts as they relate

to energy efficiency in City facilities.

• Provides strategic planning for further corporate energy savings and greenhouse gas

(GHG) reductions, including evaluating progress towards GHG reduction targets and

energy savings.

Interactions with Others

• Establishes rapport and effective partnerships when consulting with departments to

facilitate planning, coordination and implementation of identified capital energy projects

and acts as a liaison between all stakeholders.

• Prepares reports, business case presentations and attends Council, Committee, and other

internal/external meetings as required.

• Responds to enquiries from Councillors, the public, community groups, City departments

and other government agencies.

• Provides municipal infrastructure energy management expertise to City staff, the public,

consultants, etc. Makes presentations, provides advice/guidance and makes

recommendations on energy and climate change projects, designs, plans, policies and

standards.

• Acts as the lead contact on all energy related matters and issues with utilities (Alectra,

Enbridge, etc.).

Financial Sustainability and Business Planning

• Prepares and recommends annual budget estimates, current and capital forecasts for

Manager's consideration, and administers the allocated budget for energy management

initiatives and measures.

• Ensures monitoring, tracking and verification in accordance with EM Agreement

requirements or equivalent/other Provincial conservation demand management programs

to maximize energy savings and incentive payments.

• Manages and coordinates research and applications for all applicable grant/incentives

available for energy reduction projects and studies. Investigates alternative financing

arrangements for energy efficiency upgrades and funding for climate change mitigation

and adaptation projects.

• Completes Quarterly Reports as required under the Energy Management (EM) Agreement

and indicates progress to the Annual Savings Target.

People Leadership

• Leads multi-disciplinary project teams and directs other technical personnel including

managing assigned projects, ensuring effective teamwork and communication, high

standards of work quality and organizational performance and continuous learning.

• Oversees and evaluates the work performance of external service providers with respect

to quality, timeline, cost and completion of required tasks.

City’s Municipal Energy Plan

• Contributes to aspects of the City’s Municipal Energy Plan (MEP) and undertakes select

studies to improve the MEP as a “living document”.

• Implements select GHG mitigation efforts as part of implementing the Vaughan MEP,

including the promotion of community-based energy solutions.

• Liaises with subject matter experts in energy conservation, renewable energy and

distributed energy (e.g. ClimateWise; QUEST; CAC; OSEA).

• Contributes to the calculation and reporting of community GHG footprints. Maintains

partnerships and data sharing agreements with utilities and other energy data partners.

• Leads aspects of the Corporate Energy Management Plan and its periodic revision, as

required.


Qualifications and Experience:

• University degree in a discipline related to environmental sustainability such as

Environmental Management, Planning, Engineering, Architecture or Environmental

Sciences.

• Minimum of five (5) years demonstrated experience in sustainability, the environment,

energy management and their related issues. Municipal experience is an asset.

• Certified Energy Manager (CEM) or Certified Engineering Technologist (CET) designation is

required.

• Knowledge of energy management in terms of municipal infrastructure energy trends and

industry standards.

• Familiarity with energy management principles and methods, building automation

systems, benchmarking initiatives and best practices, Occupational Health & Safety Act,

Ontario Building Code, Plumbing Code, Municipal Act, Technical Standards and Safety Act

and other applicable energy and safety-related legislation/regulations/guidelines is an

asset.

• Excellent written and verbal communications skills and the ability to build relationships at

all levels and with a variety of internal and external stakeholders.

• Computer proficiency utilizing Microsoft Office Suite software, and internet applications.

• Demonstrated expertise in research, data management, policy analysis, policy

development and reporting.

• Excellent interpersonal, time management, organizational, presentation and facilitation

skills.

• Ability to work independently.

• Knowledge of, and demonstrated ability in, the City’s core competencies and relevant

functional competencies.

• Possesses a valid Ontario ‘G’ Driver’s License in good standing, with access to a reliable

vehicle for corporate use.

• Ability to work outside normal business hours as required.
