Job Description

Who We Are

Unprecedented in its scale as the largest capital project in the history of the Province of Ontario, the multi-billion-dollar GO Rail On-Corridor infrastructure expansion program will transform the GO Rail network from a commuter service into a state-of-the-art, modernized all-day service with new and faster electric trains every 15 minutes or better across the Greater Toronto and Hamilton Area. ONxpress is responsible for designing, building, operating and maintaining all GO Rail infrastructure and trains for the 25-year concession period for this project.


Opportunity

  • ONxpress is currently seeking an experienced Director of Process, Quality, Assurance, Internal Audit to support the achievement of goals associated with the large-scale transformation of the rapid rail system in the Greater Toronto/Hamilton areas on behalf of our client, Metrolinx.
  • She/He will lead and manage the quality assurance, inspection schedule and activities, collecting and recording of data, legal documentations, as well as procedures and policies. The incumbent will be responsible for managing the quality functions, personnel, related training, and deployment of Standard Practices for repair and maintenance facilities and Quality Assurance Department.
  • Leads and aligns a team of direct reports, focusing the teams’ activities on achieving of the specified targets and holding each individual accountable for results.
  • The incumbent is required to be a collaborative, passionate, and result oriented senior professional to lead all strategic and day-to-day activities of quality management and business process management related to Operations & Maintenance.
  • This includes the development, alignment and implementation of a Lean strategy and a Lean excellence system, standards and tools for business processes, policies, QMS and plans for quality assurance and audits, and thus all standards, methods, tools and procedures to increase process excellence, analysis and coordination of the intersection between quality checks/audits and lean improvements, coaching the relevant functions in all of Business Process, Quality and Lean assessments of excellence.



Responsibilities:

  • Work closely with Documentation Management to ensure quality records are tracible and updated;
  • Utilize company’s performance review processes to ensure staff meets full potential to deliver high levels of service to both stakeholders and customers.
  • Develop effective and value-added partnerships while maintaining audit independence and objectivity in all assignments;
  • Plan and allocate resources and individuals in accordance with skills and schedules;
  • Achieve the required product quality performance by reinforcing and implementing QMS and Process Management;
  • Manage the elaboration of the yearly internal audit plan;
  • Identify and implement corrective actions and process improvement methodologies in line with cost reduction and lean organization;
  • Monitor quality and safety alerts and safety issues and supervise developing recommendations and reports based on audits;
  • Work with Operations services to make sure inspections and audits have the least impact on ridership and service availability;
  • Manage systems critical assessments to ensure right level of safety and quality assurance as well as inspection activities for all identified;
  • Provide ongoing analysis of feedback received from the members of Management to identify new project or service opportunities;
  • Control project deliverables compliance through inspection and audits - to authorize presentation / delivery to customer;
  • Support the relevant functions with lean methods and techniques and support innovations through digital transformation initiatives.
  • Establish and implement the Quality Management Plan in accordance with the contractual requirements.
  • Lead and support all relevant functions at ONxpress in continuous improvement to develop, monitor and improve KPIs and drive passenger revenue.
  • Provide support for progress and periodic reporting through quality and key performance indicators and identify improvement opportunities;
  • Support the relevant functions in ensuring that the technical services related to fleet quality audits being provided directly or by subcontractors;
  • Perform follow-up reviews on the effectiveness of disclosure controls and procedures to validate that process improvement results have been achieved;
  • Formulate professional development and educational plans for team and staff members.
  • Be knowledgeable of current developments in Lean, Process Management, Auditing and in new methodologies; and
  • Support the relevant functions in ensuring that the crew and contractors comply with all Federal, Provincial and Municipal regulations pertinent to inspections and audit requirements;
  • Implement an effective corrective and preventive action system and make sure that the relevant stakeholders are included in non-conformance and issue solving process;
  • Provide awareness on quality and business process activities planned for the project and organize respective trainings;
  • Operate effective cost management measures ensuring alignment with budgetary requirements.
  • Develop, agree and co-ordinate the delivery of Lean excellence, Quality and Process Management with relevant functions at ONxpress.
  • Guide relevant functions in understanding Quality contributions to the project;
  • Perform special projects as assigned by members of Management;
  • Provide highly visible, hands-on leadership across the business and turn the strategic actions into deliverables.
  • Facilitate problem solving during project execution phase and improve the efficiency of quality teams to reduce the costs of non-quality functions;
  • Consistent support to the Quality Management System, but also to deploy, certify, verify and make improvements throughout the various phases of the project.
  • Manage customer and project non-conformance reports and dispositions, maintain the Non Conformance Tracking System, and make sure the relevant corrective action is identified and initiated;


Education:

  • Certified Quality Inspector (CQI) or Certified Quality Technician certification (CQT) is an asset.
  • Lean Six Sigma Belt certification or another Improvement method is an asset, and
  • QMS: ISO 9001 certification is an asset;
  • Degree in Electrical, Mechanical, Industrial Engineering or economical or a matching combination of education and working experience.
  • PMP (Project Management Professional) is a plus;


Experience:

  • Manage and adjust priorities time-wisely and react adequately to unforeseen events in a fast-paced environment.
  • Full awareness on Processes and Products delivered in the project,
  • Solid understanding of Railway applicable Quality standard (ISO9001, ISO/TS 22163, IRIS) and tools;
  • Experienced in managing Quality and problem-solving tools;
  • Experience in operational activities and in documentation management.
  • Minimum ten (10) years experience in Quality Management or Process Management or similar leadership roles
  • Outstanding collaboration and negotiations skills is a must;
  • In depth knowledge and experience in Quality Control / Assurance, Testing, Certification, and corrective and preventive actions methodology;
  • Excellent problem solving, sound judgment, and ability to innovate;


Competencies

  • Must possess collaborative behavior, initiative, professionalism, candor and tact;
  • Solid knowledge of managing audits and PM schedules is a must;
  • Must be able to properly prioritize, implement and manage work schedules, resources, projects and assignments;
  • Must be able to manage and interface with the client;
  • Strong interpersonal skills, excellent written and verbal communication;
  • Must be able to understand the financial/accounting aspects of fleet maintenance operations;
  • Fluency in English is a must, French communication skill is an asset
  • Must be able to collaborate and communicate effectively with all levels of staff and management in clear and organized written and oral formats;
  • Must have computer skills including MS Office suite;
