Posting Summary
Rutgers, The State University of New Jersey is seeking a Data Analyst to join the Center for State Health Policy, within the Institute for Health, Health Care Policy & Aging Research.
Among the key duties of the position are the following:
  • Works with investigators and senior staff to implement statistical programming and data analyses for population health research.
  • Analyses will include application of advanced techniques in SAS software for data management, data analysis, and data linkage across large datasets and longitudinal studies. Incumbent will apply and interpret appropriate statistical modeling methods.
  • Develops and maintains analytic work plans and documentation.
  • Provides data-analytic support to a large program of research and will construct statistically advanced programs in SAS and other software to allow analysis of data from large and sensitive healthcare administrative datasets and population-based surveys.
  • Participates in preparation of results for journal publication.

Work Arrangement
Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement. The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2024. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System.   • A combination of education and professional experience working independently on quantitative/data management projects will be considered.
  • Requires three years of data management and analysis experience in a social science, health services, or policy environment and/or training in advanced research methods.
  • Requires a Master’s degree in biostatistics, epidemiology, statistics, health informatics/IT, policy analysis/administration, public health, economics or a related field.
  • Additional graduate course work up to a PhD may be substituted for one year of experience.

Required Knowledge, Skills, And Abilities
  • Capacity to create visually appealing and understandable presentation of data.
  • Ability to develop and maintain clear and organized methodological documentation.
  • Proficiency with SAS statistical software and advanced knowledge of Microsoft Excel is essential.
  • Ability to exercise sound judgement in making critical decisions.
  • Possess strong interpersonal, written and oral communication skills.
  • Must work productively and cooperatively with project team members in a highly collaborative, supportive environment.
  • Must have exceptional time management skills and the ability to effectively prioritize and manage multiple projects and deadlines.
  • Possess strong “data hygiene” skills with an understanding of best practices for validating his/her own programs and output as well as being able to replicate and validate the work of other analysts.
  • Ability to effectively interpret supervisor’s directions, and communicate progress and problems in a timely way.
  • Exceptional organizational skills with a keen eye for detail and accuracy.
  • Ability to build and/or adapt complex programs (e.g., hospital quality and patient safety measures) for innovative uses; requires the ability to understand and revise sophisticated bio-statistical programming.
Preferred Qualifications
  • Proven ability to work with the processes and technologies of other large administrative data sets.
  • Extensive knowledge of data management and manipulation using one of the following tools: Excel, SQL , Python, R, SAS , STATA , geographic mapping software or other business/data analytics tool.
  • A minimum of three years of data management and analysis experience in a social science, health services, or policy environment and/or training in advanced research methods.
  • Experience calculating NCQA HEDIS quality measures or other similar healthcare quality indicators (i.e. AHRQ Quality Indicators)
  • Experience working with complex survey data, hospital or other healthcare provider billing/ EHR data, Medicaid/Medicare claims and other health utilization data.
  • Ability to analyze and report data using statistical and Business Intelligence tools such as Tableau (Server and Prep), SAP BI.
  • Microsoft Office products. Software packages such as SAS , SPSS , R, Stata and other specialized software for statistical programming and complex data manipulation
