Department Summary


At the U of A, safety is central to how we work, study, and conduct research. Our Health Safety and Environment team plays a key role in promoting and maintaining safety as a core value. Building a robust and sustainable safety culture where everyone owns their safety performance and that of others, HSE leverages its expertise to enhance the health, safety and environmental well-being of the university community.


Position Summary


The Contractor Safety Advisor reports to the Regulatory and Consulting Services Manager and has a specific focus on the support of the university’s contractor prequalification and safety program. This position is part of a greater safety team within the University who are all working towards a Culture of Care that identifies and manages risks and provides the safest environments for staff, students, visitors and contractors on a continual basis.


Exercising high standards of professional conduct, the position is responsible for developing, promoting, administering, supporting and continually improving the Contractor Management element of the university’s Health, Safety and Environment Management System (HESMS) including the development, reporting, review of current policies, procedures and training to ensure the safety of contractors and mitigation of institutional risk. This position will be required to evaluate and review the effectiveness of contractor programs and safety plans. The advisor will develop and implement safety related recommendations for procedures and policies along with a series of program documents and resources.


Visits to construction and contractor sites will be required to conduct safety inspections or investigations.


Duties


  • Coordinates and conducts contractor safety evaluations.
  • As a member of the HSE team assists in the response and recovery of major incidents;
  • Administers and monitors the university’s Contractor Prequalification and Safety Program; maintains and improves the Contractor Safety Manual in alignment with legislated requirements, university policy and industry best practices;
  • Evaluates scopes of work involving prime contractors and contracted employers and advises university representatives as needed to ensure legislative compliance and safe outcomes;
  • Develops and delivers training and presentations to contractors, university representatives and various other audiences;
  • Exercising high standards of professional conduct, builds credible and trusting relationships with various internal and external stakeholders to achieve positive outcomes;
  • Engages with stakeholders to manage risk and correct non-compliant items;
  • Reviews and approves site specific safety plans associated with contractor and U of A employee scopes of work;
  • Facilitates development and implementation of new contractor safety programs, procedures, training, safe work practices and resources;
  • Develops, conducts and monitors contractor inspection, audit and incident reporting programs;
  • Using a third-party online registration service prequalifies contractors to ensure they meet the University of Alberta HSEMS standards;
  • Participates in special projects.
  • Orients contractor organizations and university representatives to the Contractor Prequalification and Safety Program;
  • Establishes and maintains systems to collect, analyze and report on contractor safety statistics;
  • Oversees and documents safety training and contractor record keeping;


Qualifications


  • Experience in incident investigation;
  • Experience consulting, engaging, and building credible and trusted relationships with business units to determine needs and facilitate positive cultural change in workplace health and safety;
  • Working knowledge of business software such as Google applications and the Microsoft Office Suite;
  • Extensive knowledge of provincial health and safety legislation and contractor safety management best practices;
  • Canadian Registered Safety Professional (CRSP), Canadian Registered Safety Technician (CRST), or National Construction Safety Officer (NCSO) designation is required;
  • 2-year diploma in Occupational Health & Safety; completion of other related post-secondary education with relevant work experience may be considered for equivalency;
  • Familiarity with public sector procurement practices;
  • Full (non-GDL) Class 5 driver license is required.
  • A minimum of 5 years of progressive, related contractor and construction safety experience in professional safety roles in a comparable environment;
  • Requires strong, professional and respectful communication and relationship skills; ability to be a team player as well as to work independently to meet deadlines;
  • Experience developing and implementing contractor prequalification and safety management systems within a post-secondary environment or similar public sector organization;
