We are currently seeking experienced candidates for the position of Chief of Planning and Design. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Salary


The anticipated salary hiring range is up to $17,500 per month, commensurate with qualifications and experience.


The salary range for this classification is $6,250 to $20,063 per month.

Position Information


The California State University, Office of the Chancellor, is seeking a Chief of Planning and Design to direct the development and implementation of the systemwide capital outlay program through the leadership and management of the Planning and Design unit staff. The Chief is also responsible for oversight of the CSU Building Official, providing support to universities in matters related to code compliance and interpretation. Responsibility also includes supporting the universities in their compliance with the California Environmental Quality Act (CEQA). The Chief maintains current knowledge and understanding of national and statewide regulations, proposed legislation and other relevant issues affecting campus planning and development.


Responsibilities


Under the general direction of the Assistant Vice Chancellor, Capital Planning, Design and Construction, the Chief of Planning and Design will:


  • Analyze proposed legislation that may impact the CSU’s capital planning programming, enrollment, and funding. Prepare new legislation as needed to improve or streamline CSU capital outlay programming.
  • Respond to questions and develop justifications for campus projects reviewed by the LAO and the DOF during the annual budget deliberations and campus scope visits. Coordinate the preparation and submittal of COBCPs and Quarterly Status Reports for active projects.
  • Review and critique Board of Trustees’ agenda items developed by Planning and Design unit staff, includes items, power points, backup documents and other presentation materials; coordinate unified submittal of items to the Assistant Vice Chancellor.
  • Supervise capital outlay planning in coordination with the CO divisions of Academic and Student Affairs and Financing and Treasury and oversees completion of due diligence requirements for taxable and tax-exempt bond funded facilities funded under CSU financing authority, including but not limited to cashflows and private use forms
  • Develop recommendations for revisions of space utilization standards, cost guides and indexes, including new policies or procedures affecting capital outlay needs systemwide.
  • Coordinate with Academic Program Planning to review systemwide academic program changes that may affect capital programs. Oversee campus master plan revisions for consistency with Academic Master Plans and multiyear capacity projections.
  • Inform the CSU Seismic Review Board and the Mechanical Review Board on the status of priority projects in the Capital Outlay Program approved for financing by the board.
  • Oversee design and code compliance for the system, including supervision of the CSU Building Official; participate as needed to resolve design disputes and resolution.
  • Supervise the Planning and Design unit staff, establish unit performance goals and priorities and coordinate the quality, quantity and scheduling of their work.
  • Work with campus Executive Facilities Officers to ensure the campus’ physical development process is timely, responsive and falls within the framework of established Board of Trustees’ policies and requirements and state agencies and legislative mandates.
  • Coordinate closely with other unit Chiefs and executive leadership to ensure that the Planning and Design unit’s goals and objectives align with other unit goals and the mission of CPDC in general.
  • Review campuses’ proposed space changes for the Space and Facilities Database. Perform analyses of campus capacities, space utilization, course section reports and other relevant documents as required.
  • Attend schematic reviews on all major capital outlay projects.
  • Provide leadership in the area of CEQA compliance through supervision of the Director of Land Use Planning in their support of universities.
  • Develop capital training programs related to university architecture, CEQA, planning and development and participate in professional conferences and organizations.
  • Overall responsibility for the activities of the Seismic Review Board related to establishing policy, periodic reporting and analysis and plan review.
  • Review and recommend projects proposed for the Capital Outlay Program (COP) based on the analysis provided by unit staff, oversee project scope, schedule and budget for the action year capital outlay projects and five-year facilities renewal plan, and supervise annual production of the COP book and five-year plan.
  • Advise the Assistant Vice Chancellor (AVC) of Capital Planning, Design and Construction on the progress of all work and consult with the AVC on future planning, architecture, building and environmental policies. Recommend new procedures for the basis of the Capital Outlay Program and assist the AVC in developing the systemwide priority list based on the categories and criteria adopted by the board. Analyze capital programs and procedures, perform detailed studies, prepare reports and make recommendations to the AVC.


Qualifications


This position requires:


  • Excellent skills in developing and maintaining effective and collegial working relationships.
  • Demonstrate detail-focused and accurate work.
  • Bachelor's degree in architecture, engineering, business, city planning, public administration or a closely related field or equivalent combination of education and experience. Advanced degree and state licensure in architecture or engineering strongly preferred. State certification as a Certified Access Specialist (CASp) a plus.
  • Six to ten years capital planning experience demonstrating the application of the methods, practices and procedures of facilities planning, design, construction and fiscal management, environmental review and budgetary control techniques.
  • Ability to analyze and review capital outlay requests for academic enhancements as well as physical plant capacity and renewal.
  • Demonstrated leadership and supervisory skills in a professional setting.
  • Ability to assist campuses in a collegial manner to meet systemwide goals for facilities renewal, deferred maintenance backlog, critical infrastructure and academic program and capacity needs for academic and self-support projects.
  • Current computer knowledge and skills with the Microsoft Office Suite.
  • Ability to manage multiple priorities and meet established deadlines.
  • Excellent communication skills, verbal and written; ability to edit and proof staff work.
  • Excellent time-management skills.
  • Experience in hiring, retaining, leading and managing technical and administrative staff.
