Summary
The Assistant Civil Engineer (ACE) is responsible for developing and managing programs to achieve implementation of infrastructure and services plans. Infrastructure and services planning activities are undertaken to advance UBC‘s academic mission and discharge responsibilities under the University Act. The ACE is responsible for planning, developing and managing maintenance programs of four mechanical utility systems: water distribution, sanitary sewer, storm drainage and natural gas distribution.
The ACE will also perform limited in-house underground infrastructure design work within the Vancouver Campus. In carrying out this position’s responsibilities, the incumbent will carry out research, analysis, investigation, design, specifications, evaluation, quality control, and will prepare technical reports and correspondence. The position works closely with the Utilities Asset Management Coordinator to ensure all utility records drawings are current and updates the Utility Models to reflect the latest system modifications. In addition, this individual will work closely with the Manager of Mechanical Utilities, Geospatial Information Manager and Utilities Trade Heads to provide ongoing technical support especially in responding to all Utilities related matters.
Organizational Status
This position reports to the Manager of Mechanical Utilities in the Engineering and Utilities unit of the Energy and Water Services department.
Work Performed
  • Regularly reviews and updates the Mechanical Distribution System Five Year Capital Plan. Develops new proposals as may be required once identified.
  • Supports the Manager of Mechanical Utilities in identifying best practices in municipal infrastructure management, and championing implementation through long range planning and collaboration with other operational units.
  • Updates and verifies the Mechanical Utility Infrastructure asset management plan.
  • Implements and updates the engineering models for potable water, sanitary and storm water utility systems. Ensures data and utility models are kept up to date.
  • Assists the Manager of Mechanical Utilities to develop and implement the long-term Infrastructure Capital plans for these systems as well as Natural Gas. Takes a lead planning role in their formation, this includes identification of capital projects required to service growth and to address cyclical maintenance needs and include recommendations for funding sources.
  • Performs in-house underground infrastructure design work (water distribution, sanitary and storm sewer conveyance systems).
  • The ACE plans, develops and manages the operation of the following systems.
Water Distribution:
  • Manages and updates UBC Water Distribution Model reflecting the latest piping configuration and load distribution.
  • Performs site inspections including water Pressure Reducing Valve (PRV) chambers.
  • Manages and updates the flushing program, ensuring flushing records are kept current by the Engineering Assistant.
  • As required responds to all emergencies related to UBC Water Distribution System, especially pipe breaks and manages Utilities crews and contractors in isolating breaks as well as ensures that all repairs are made in compliance with BCWWA standards and UBC Technical Guidelines.
Sanitary Sewer:
  • Performs site inspections including Sewer Pump and Flow Meter Stations.
  • Reviews CCTV records and presents recommendations to the Manager.
  • Prepares tender packages to UBC Supply Management for the repairs to be contracted out.
  • Manages Utilities Sanitary Sewer annual CCTV inspection and repair programs.
  • Monitors the operation of Utilities Sewer Pump Stations and follows up with Utilities Maintenance Engineers to receive all maintenance records.
  • Manages and updates UBC Sanitary Sewer Model reflecting the latest piping configuration and load distribution.
  • Records all identified deficiencies and completed repairs to Utilities Asset Management Coordinator.
Storm Sewer:
  • Records all identified deficiencies and completed repairs to Utilities Asset Management Coordinator.
  • Prepares tender packages to UBC Supply Management for the repairs to be contracted out.
  • Monitors the operation of Utilities Storm Pump Stations and follows up with Utilities Maintenance Engineers to receive all maintenance records.
  • Manages and updates UBC Storm Sewer Model reflecting the latest piping configuration and load distribution.
  • Performs site inspections.
  • Manages Utilities Storm Sewer annual CCTV inspection and repair programs.
  • Reviews CCTV records and presents recommendations to the Manager.
Natural Gas:
  • Manages Utilities Natural Gas annual leak survey and repair programs.
  • Perform other duties as required.
  • Covers for Mechanical Distribution Systems Engineer as required.
  • Manages Utilities Natural Gas Annual Cathodic Protection and repair programs and receives and records monthly rectifier station inspections.
  • Leads the implementation of short-term engineering capital plans, and reporting out on progress.
  • Conducts Utility research studies, develops and prepares technical reports with recommendations on various Utility programs and projects.
  • Records all identified deficiencies and completed repairs in UBC to Utilities Asset Management Coordinator.
  • Routinely reviews and updates UBC technical guidelines relevant to mechanical utility infrastructure systems
  • Handle enquiries and provides professional advice to other agencies, applicants, university departments, the campus community and the general public regarding Utility infrastructure
  • Manages gas meter re-sealing program.
  • Prepares tender packages to UBC Supply Management for the repairs to be contracted out.
  • Participates in the BC One Call program for the department.
Consequence of Error/Judgement
The Assistant Civil Engineer is responsible for underground infrastructure planning, modelling, maintenance and construction activities related to the potable, sanitary & storm water mechanical distribution systems as well as maintenance and construction activities for the natural gas distribution systems on the UBC Vancouver campus lands. The incumbent will influence allocation of funding in certain areas within project budgets of up to several million dollars, as well as will respond to all emergencies related to mechanical utilities. Errors in this work can cause problems of a financial, legal, environmental or reputational nature, which in turn could result in cost, legal, time loss and reputational damages to the university.
Supervision Received
Works with a high degree of independence, under the general supervision of the Manager of Mechanical Utilities.
Supervision Given
May supervise GIS and administrative personnel as well as consultants and contractors as needed. Provides technical direction to the Utility Project Coordinator and Utilities: Head Plumber, Head Steamfitter and Head Utilities Maintenance Engineer as required.
Minimum Qualifications
Undergraduate degree in a relevant discipline. Eligibility for professional registration in Engineers and Geoscientists BC. Minimum of seven years of related experience including experience in related technical fields, project coordination and cost control, or the equivalent combination of education and experience.

Preferred Qualifications
Experience with hydraulic modeling software.
Experience in civil construction, design and project management.

Experience using asset and planned maintenance systems e.g. Workday, Maximo, Prism, SAP.
Training in a municipal infrastructure department.
Demonstrable Experience Of Versatility, Organizational And Analytical Skills.
Supervisory skills and experience would be an asset.
Be able to demonstrate reasoned judgment and maintain confidentiality.
Strong interpersonal skills.
Comfortable developing and giving presentations.
Must be able to write & prepare technical reports, scopes and develop cost estimates.
