Record, respond, and investigate bylaw-related enquiries and complaints related to noxious weeds and invasive insects and other minor bylaw infractions.

Complete annual provincial grant application work plan and reporting.

Extensive public relations contact which requires the exercise of independent judgment, action, tact and diplomacy.

Assist the Chief Bylaw Enforcement Officer to act as prosecutor for Regional District bylaws where the issues of these are complex.

Knowledge and experience in dealing with By-Laws, Federal Laws and Acts;

Grade 12 education or equivalent;

3 years’ experience in Municipal or Law Enforcement, Policing or related field;

Excellent computer skills including Microsoft Office Suite;

Good verbal and written communication skills including concise report writing

Post-secondary Diploma or Certification in a related field;

Knowledge of standard office procedures and practices, such as document and file management and business communication protocols.

A sound knowledge of District parking by-law and Motor Vehicle Act as it relates to parking issues.

A working knowledge of TONs and MTIs.

Maintain the performance level set by the District and Commissionaires in the execution of all duties and responsibilities.

Issue Parking Offence Notices and warning tickets.

Perform clerical and administrative duties as assigned.

Attend specialized enforcement training and obtain related certifications (i.e., Noise, Building Code etc) as required.

Over one (1) year, up to and including two (2) years of related by-law enforcement experience.

Sound knowledge of Municipal Act & Planning Act and Provincial Offences Act.

Exceptional written and verbal communication and interpersonal skills with an emphasis on customer service.

Work independently and collectively with other by-law enforcement officers to ensure residents, businesses, visitors comply with municipal by-laws.

Respond to complaints, take pro-active action on by-law violations and participate in division wide, seasonal and priority enforcement initiatives.

Knowledge of surveillance, investigative and complaint investigation techniques; ability to enforce acts/regulations and to issue violation under difficult/stressful conditions.

Issues warning notices and violation tickets to tobacco retailers for tobacco related offences; monitors retailers suspended from selling tobacco products.

Help select, age test and train Minor Test Shoppers. Schedules times with Minor Test Shoppers to conduct administrative and enforcement checks.

Maintains daily log of all tobacco enforcement activities.

Maintains a chain of custody for evidence that is collected for presentation in court.

Submits reports to Crown Counsel for violation ticket disputes and appears as a witness in court prosecutions.

Municipal Law Enforcement Officer certification

3-5 years working experience in related disciplines preferred

Experience with Microsoft Office programs and appropriate City software.

Deliver by-law specific information to the public, City staff, elected officials, industry specific members and other law enforcement staff.

Investigate complaints, collect evidence and perform follow-up investigations to ensure ongoing compliance.

Perform detailed inspections, maintaining accurate and detailed records/logs, databases of inspections.

Grade 12 equivalent. Related industry experience desirable, cash handling, customer service experience preferred.

Enforces Parking and Traffic Regulations by issuing parking violation warnings and citations as required, occasionally arranging for cars to be towed

Acts as a campus community ambassador by providing information and directions

Assists motorists in finding appropriate parking and using parking equipment

Places traffic control devices as required

Aids motorists in a variety of situations

Minimum of two (2) years experience in enforcement of by-laws, field investigation and court procedures or other related enforcement fields.

Secondary school graduation plus a diploma in a related field

Valid First Aid Level 1 with CPR C

Valid Class 5 BC Driver’s License
