Position Summary


This position performs technical work including infrastructure planning, design, construction, preservation and management. The position provides advice regarding technologies and technical analysis related to roadway construction, design, operation, preservation, management and performance. This position typically reports to a Project Engineer position.


Typical Duties Include:


  • Research, co-ordinate and assemble information and prepare technical reports.
  • Review and comment on drawings, specifications, plans s to ensure City standards and requirements are met.
  • Develop and review engineering design, material, testing and technology/equipment standards and specifications.
  • Ensure compliance of personnel, equipment, materials, contractors and consultants at work sites to meet Provincial Occupational Health and Safety Act, City of Regina Occupational Health and Safety Manual, City of Regina Standard and Emergency Operating Procedures, and legislative and regulatory requirements.
  • Tactfully and adequately respond to concerns and inquiries from the public, and other branches/departments/divisions.
  • Contribute to team projects and effectively participate as a team member.
  • Provide advanced advice regarding technologies and technical analysis related to roadway and construction, operation, preservation, maintenance
  • Research and evaluate the application of technologies and industry best practices related to roadway design, construction, operation and preservation.
  • Provide technical analysis and operational support related to transportation infrastructure, p, design, construction, operation, preservation, maintenance, management and performance.
  • Represent the department in meetings with other departmental staff, other departments, the public, consultants, contractors, other government agencies, community associations and City Advisory Committees.
  • Develop and review standards, specifications, processes and manuals related to roadway operations, construction and/or maintenance, and construction field services.
  • Perform related work as required.
  • Initiate, develop, maintain and coordinate databases related to transportation infrastructure, operation and preservation, and field inspection.

The knowledge, abilities and skills are obtained through completion of a two (2) year diploma in Civil, Environmental Engineering Technology and a minimum of two (2) years experience in related roadway and/or traffic engineering/technical field.


  • Skill to work independently and prioritize tasks and projects. Skill to express ideas effectively, in oral and written form.
  • Intermediate level CAD skills to create, edit and query data, modify drawings, relate data, and prepare designs using software such as AutoCAD and Civil 3D.
  • Knowledge of transportation infrastructure, management, design, , construction, maintenance and preservation.
  • Skill to establish and maintain effective working relations and a respectful work environment with superiors, subordinates, co-workers and the public.
  • Knowledge of drafting practices and techniques.
  • Knowledge of and demonstrated ability to apply engineering practices, principles, theories, computations, analyses and statistics.
  • Intermediate skills to create tables and forms, create formulas, create queries and reports, modify, and customize charts and tables, use pivot tables and cross tab queries, and import/export data from various sources and formats using software such as in the Microsoft Suite of Professional Office Software (Excel, Word, PowerPoint, and Access).
  • Demonstrated ability to develop and work with complex databases.
  • Skill to develop innovative engineering and technical solutions.


Working/Other Conditions:


  • Must be able and willing to perform work of a physical nature in all types of plant, field environments and inclement conditions.
  • Candidates must participate in training and be willing and able to complete recognized certification programs and courses to perform the work and maintain status.
  • Must possess a valid Class 5 Driver's License and have a vehicle available for work usage (a travel allowance is provided).
  • Must register and maintain registration under Saskatchewan Applied Science Technologists and Technicians (SASTT).
