Job Description
POSITION PURPOSE
Reporting to the Manager, Waste Management, is responsible for managing a team of professional engineers directly responsible for the oversight of transportation, processing, and disposal contracts as well as Region owned waste management facilities to ensure continuous service delivery; oversees, monitors, and ensures that owned and contracted waste management facilities are operating in compliance with all ISO and contractual requirements and ECA approvals; interprets contract agreements, and assesses incentives/disincentives and provides recommendations on enforcement matters; will provide input into the annual business planning cycle including development of tonnage forecasts, budgetary requirements, preparation of Committee reports and procurement.  

 


MAJOR RESPONSIBILITIES


  • Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
  • Responds to customer inquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
  • Provides input into the annual business planning cycle in support of business management initiatives related to the creation/acquisition, operation, maintenance, and management of physical and business processes.
  • Determines the need for contingency waste disposal and the potential impact on diversion; prepares committee reports as required in support of these initiatives.
  • Performs other duties as required to meet Divisional/Branch and Departmental objectives.
  • Provides technical expertise on Durham/York Energy Centre operations through participation on the Operations Sub-Committee and oversees reporting responsibilities to management 
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Undertakes waste projections to ensure adequate contracted transportation, processing and disposal capacity and to ensure that minimum tonnage commitments are satisfied
  • Assumes functions of the Manager in that person’s absence, as directed.


QUALIFICATIONS


  • Minimum five (5) years related waste management experience, and a minimum of two (2) years of direct supervisory experience. 
  • Demonstrated knowledge of relevant regulations, guidelines, procedures, standards and legislation.
  • Successful completion of a University Degree in Civil, Mechanical or Chemical Engineering or related field or approved equivalent combination of education and experience.
  • Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
  • Must have a thorough understanding of best practices in the waste management industry and related practices and policies.
  • Thorough knowledge of waste management industry and related practices and policies.
  • Must be registered as a Professional Engineer (P. Eng.) with Professional Engineers Ontario.
