We are looking for a Project & Field Services Quality Assurance and Foreign Material Exclusion (FME) Program Lead.


JOB PURPOSE


Oversee the implementation of the BWXT Commercial Operations QA Program within the Projects & Field Services business - including implementation oversight; performance metrics; implementation of the corrective action program; development and support of QA program requirements for Joint Ventures undertaken by the business; conducting of surveillance and audits of team compliance; support interface and presentations to customers and internally; and lead the Foreign Material Exclusion (FME) program for the business. Directs impact on strategic planning and procedural improvement.


JOB STRUCTURE AND COMMUNICATIONS


  • This job reports to the Executive VP, Field Services and Projects.
  • This position reports and resolves quality issues with external clients.
  • This position interacts with internal and external parties to resolve QA issues.
  • Field Services Document Control will indirectly report to this position.
  • The Quality Engineers will indirectly report to this position for Quality Program related matters.
  • This position currently has no direct reports.
  • This position leads the FME Council.
  • This position represents BWXT QA in customer and joint venture discussions.


Accountabilities


Maintains BWXT’s Certifications for Supplying Items and Services to the Nuclear Industry
  • Schedules, leads audits by current and potential BWXT customers.
  • Updates and monitors BWXT quality program to ensure it meets all regulatory and customer requirements.
  • Schedules, leads audits by regulatory bodies, including ASME, TSSA and ISO.


Function Efficiency
  • Monitors and improves Quality Assurance which includes Quality Engineers, Field Services Document Control, and FME Council.


Supplier Quality
  • Reviews and approves suppliers to be maintained on BWXT’s Approved Supplier List.
  • Monitors supplier’s quality and takes appropriate actions for poor quality.


Reports out Effectiveness of Quality
  • Reports out monthly to the Projects & Field Services Management team regarding the effectiveness of quality program.
  • Monitors and maintains quality metrics.


General Accountabilities
  • Implements and measures the impact of corrective actions.
  • Supports QE for on-call as required: MITP, DCINs, AFCS, NRs, RRs, CARs.
  • Participates in the development, implementation, and administration of an organizational quality management system and monitors progress against strategic quality-related goals.
  • Solicits internal and external feedback with the goal of continuously improving processes or products.
  • Owner of Projects & Field Services Corrective Action Program.
  • Creates Quality Plans for joint ventures and unique BWXT inter-entity projects.
  • Develops policies and programs ensuring that organizational products and processes meet established quality standards.
  • Establishes and runs the Corrective Action Review Board (CARB) for the Projects & Field Services business.
  • Enforces regulatory compliance.


FME Program
  • Monitors FME compliance and industry best practices.
  • Leads FME council for improvement in FME practices.
  • Approve FME plans.
  • Compares and benchmarks industry and customer FME programs.


KNOWLEDGE AND EXPERIENCE
  • Comprehensive knowledge of the nuclear industry and field implementation of quality programs and procedures.
  • 10 years related experience.
  • Experience in ASME Codes, CSA N285, N286, N299 and other quality standards such as ISO.
  • Ability to work as part of a team and build collaborative relationships.
  • Nuclear industry experience.
  • Excellent oral and written communication skills.
  • College diploma or University degree in Engineering, Technology or Quality.
  • Effective leadership and management skills.
  • Primarily focused on developing new and updating and maintaining established policies and procedures.
  • Strategic thinking skills, problem-solving and analytical skills. Excellent decision-making and judgement.
  • Detail oriented and good organizational skills.
