Job Description
POSITION PURPOSE:

Reporting to the Manager, Emergency Management, responsible for coordinating the development and implementation of a comprehensive Emergency Management Program to ensure that the Region is in a state of operational readiness in the event of a natural or human-caused emergency; develops plans, updates, coordinates, and executes the policies and procedures to be adopted by the Region in the prevention, mitigation, preparedness, response and recovery phases of emergencies; plans, coordinates, implements and evaluates program delivery in accordance with Regional policies, standards and corporate objectives and applicable statute/regulatory requirements; and developing policies, procedures and quality assurance tools.

 


MAJOR RESPONSIBILITIES


  • Acts on behalf of the Manager in his/her absence when so designated and represents the Manager at meetings and conferences.
  • Participates in strategic and operational planning and in  the development of the annual business plan, including resources allocation, and monitors the action plan for achieving results including regular evaluation of targets and outcomes, taking corrective action where/when necessary and regularly reporting on progress as directed.
  • Attends conferences and participates on committees and task forces  of stakeholder organizations, as directed.
  • Evaluates the Emergency Management Program, participates in exercises and follow-up debriefing processes.
  • Performs other duties as assigned to meet Departmental and Corporate objectives.  
  • Establishes and/or maintains effective communications and assists with public education and staff training/exercises for Regional organizations such as area municipalities, York Regional Police, School Boards, Regional Departmental and non-Governmental agencies. 
  • Analyzes demographic data and recommends changes to the Emergency Management Program to meet Regional community needs.
  • Monitors budget and resources assigned to carry out training and exercise initiatives and public education programs;  makes recommendations to the annual budget.
  • Prepares reports and action plans to address issues impacting on emergency preparedness and training and education requirements in the Region and  provides advice on the background, intent and municipal implications from federal and provincial emergency legislation, regulations and emergency plans.
  • Assists in ensuring that the Region meets the mandatory requirements of the Emergency Management and Civil Protection Act and Regulations.
  • Participates as a member of the Emergency Management Team.
  •  Develops and coordinates Regional Emergency Management Training and Exercises by conducting a needs assessment and developing an annual and multi-year training and exercise plan which complies with all applicable statutes/regulatory requirements to support the Region’s Emergency Management Program.
  • Assists in the development and coordination of the Regional Emergency Plans and supporting plans by researching emergency management best practices, relevant guidance documents, existing plans and exercise reports and reviewing federal and provincial legislative requirements for emergency plans and coordinating Regional plans with plans of area municipalities.

QUALIFICATIONS


  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management and accountability, and flexibility/adaptability.
  • Successful completion of a University Degree in Public Administration or related discipline with additional emergency management courses or approved equivalent combination of education and experience.
  • Minimum three (3) years directly related experiences in emergency management program implementation, including training, exercises and public education and quality assurance functions.
  • Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
  • Understanding of the Incident Management System and Business Continuity Programs. 
  • Management competencies including results/achievement focus, human resources management, leadership, financial management, business planning, decision making/judgement, representation and professionalism and job knowledge.
  •  Demonstrated knowledge of emergency management program development, applicable legislation and industry standards, disaster exercise initiatives and current emergency management practices.
