Job Summary


The Officer, Network Operations is responsible for the development and delivery of North America’s singular dispatch system, ensuring regulatory and CN rules compliance. The role leads discussions with appropriate stake holders to drive decisions impacting operating systems, as well as existing rule books, and provides software evolution to meet safety and efficiency responsibilities. Moreover, the position creates training documentation and performs training execution, while maintaining schedule adherence to project timelines. The incumbent acts as a Subject Matter Expert (SME) to provide defect identification severities, timelines to correction, and providing mitigative procedures throughout defect corrections processes.


Main Responsibilities


Training and Delivery


  • Ensure Positive Train Control (PTC) compliance within CAD system development, in collaboration with PTC Managers, ensuring appropriate timing of deliverables remain consist with FRA Regulations and timelines
  • Participate in developing training outlines in collaboration with Change Management, Training and Delivery, along with stakeholders of associated departments of feature development impact
  • Collaborate with scheduling employees to provide training execution consistent with unionized schedules and decreasing cost to the carrier
  • Assist in development of Instructor Led Training (ILT), Simulation, Procedure Guides, Training Exams, and Operating Bulletins to ensure safety standards are maintained, and clear expectations of deliverables have been set
  • Adhere to strict deadlines, set forth by Project, Transportation, and Information and Technology (I&T) and outline mitigative strategies due to potential fluctuations in demands, feature challenges and delivery dates


Integration and Support Activities


  • Complete defect investigation, artifact gathering, defect documentation for CN and vendor review
  • Prepare test readiness data and provide operational approval for code and desk deployment readiness
  • Assist the User Acceptance Testing (UAT) resources with territory specific experience to maintain scheduled testing completion against deployment sequence
  • Assist the UAT team support consisting of 12-hour activity replication between each CAD, then 4 days of hyper-support and defect documentation
  • Assist the UAT support resources while executing UAT testing activities for next desks
  • Assist the UAT team desk readiness activities to replicate all details on the active track line, in preparation for the cutover
  • Complete mitigative strategies documentation and communication to maintain safety procedures until defect resolution


Development and Collaboration


  • Develop business requirement documents to clearly outline all expectations from each feature design, taking into consideration associated features to ensure seamless operation
  • Analyze feature design impacts to established operating systems and procedures, ensuring collaborative investigations are executed to decrease risk of impact
  • Analyze vendor supplied solution design documents to ensure deliverables meet expectations and remain within approved budget and timeline to delivery
  • Collaborate with CN departments and vendors in the design, development, and delivery of a Computer Aided Dispatch (CAD) system within the Operations Centres, consistent with Transport Canada (TC) and Federal Railway Association (FRA) regulations, CN Operating Rules, and procedures
  • Lead design discussions of feature development with SMEs precisely articulating agreed progressive solutions
  • Collaborate with Labour Relations (LR) and Legal to ensure collective bargaining agreements and policies are adhered to


Working Conditions


The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role requires shifts, weekdays, weekends and potentially holidays during the deployment and support phases to support transportation needs. The role requires minimal travel (up to 15%) within the United States (U.S.) and Canada. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.


Experience


Requirements


  • Minimum 4 years of Rail Traffic Control (RTC) experience
  • Minimum 6 years of experience in the Rail Industry
  • Network Operations
  • Any experience for these above would be considered as an asset
  • Minimum 2 years of PTC, training, regulatory and project management experience*


Education/Certification/Designation


  • Bachelor’s Degree in Software Engineering*
  • Any designation for these above would be considered as an asset
  • High School Diploma or General Educational Development (GED)
  • Project Management certification (PMP)*

Technical Skills/Knowledge


  • Fluently bilingual, both written and verbal (English, French)*
  • RTCII, ALM, Sales Force, Comply365, and JIRA
  • Business Intelligence (RTBI), System, Applications and Products (SAP), WIM, IETMS, BOS, Precious Dispatch System (PDS),
  • Knowledge of Microsoft Office, Service Reliability System (SRS), Train Operations Planning and Control (TOPC), Real Time
  • Any knowledge for any of the above would be considered as an asset
  • Knowledge of CN Operating Rules, TC and FRA regulations
