DUTIES :


  • Coordinates the activities of the Planning Department’s Development section and leads direct reports to provide guidance and input to public, city, and private stakeholders in the areas of development review and approvals, subdivisions/condominiums, housing, economic development, street and alley, and zoning;
  • Analyzing and responding to community and government initiatives;
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program. Will perform other related duties as required.
  • Coordinates public information, communications and consultation process relevant to development processing throughout the City of Windsor.
  • Reporting to City Planner, this position will be responsible to provide direction and proactive advice, consultation and assistance to City Council, Committees, Planning department staff and other internal departments, and the public in the implementation of development activities and planning policies;
  • Actively pursues means of streamlining the development process in a manner that is consistent with municipal bylaws and provincial legislation;
  • Proactively develops and maintains positive relationships with representatives of the development community;
  • Provides administrative guidance to the Planning Department as directed by the City Planner and serves a key role in formation of strategic decisions;
  • The Deputy City Planner works under the supervision of the City Planner and performs the duties of the City Planner during their absence, and will assist the City Planner in the administration of the Planning Department;
  • Ensures that operating and capital budgets are responsibly managed and monitored.
  • Other key duties include developing and implementing a policy-led portfolio that recognizes the complex interrelationships among environmental, economic and social factors in land use planning and development; contributing to the implementation and monitoring of the City’s Community Strategic Plan and Action Plans;
  • Manages staff, including overseeing the recruitment, training, performance evaluations, and resolution of personnel issues for staff reporting to this position;
  • Provides administrative guidance to the Planning Department as directed by the City Planner and serves a key role in formation of strategic decisions;
  • Providing vision, leadership and guidance in the promotion and formulation of community revitalization related to environmental, social and economic development initiatives;
  • Administers City policies and procedures, and provides interpretations and exercises judgment in application of City policies, procedures, regulations, and bylaws, while ensuring that processing issues on land use applications receive prompt attention and clear and decisive action;implements new programs as required to meet changing service needs, technological advances, development trends, and legislative changes.
  • Giving expert evidence before the Ontario Land Tribunal and other tribunals;
  • The Deputy City Planner works under the supervision of the City Planner and performs the duties of the City Planner during their absence, and will assist the City Planner in the administration of the Planning Department;
  • Responsible and accountable for ensuring planning and property related Development Applications are processed in compliance with Provincial and City policies, regulations and procedures and timeframes as prescribes by the Planning Act, Municipal Act and Heritage Act;
  • Presenting reports and recommendations to the Planning Advisory Committee and City Council;
  • Representing the Planning Department and Corporation on interdepartmental and intergovernmental initiatives; managing and coordinating complex studies;


QUALIFICATIONS:


  • Must have proficiency in Windows based software including WORD, Excel and graphic software;
  • Must have Ontario Land Tribunal (or Ontario Municipal Board) experience;
  • Must have demonstrated management, administration and supervisory ability;
  • Must have excellent verbal, writing and presentation skills;
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.

  • Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current valid and lawful Driver's Licence is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment.
  • Must have a University degree in Urban Planning, Environmental Studies, Urban Geography, or Architecture and six (6) years of progressively responsible planning experience;
  • The physical demands analysis associated with this job indicates a sedentary level of work.
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Must have the ability to set priorities, solve problems and meet deadlines under pressure;
  • Must be a Registered Professional Planner (RPP) and hold full membership in the Canadian Institute of Planners (CIP);
