With more than 1000 sworn and civilian members, the Waterloo Regional Police Service (WRPS) requires a Manager, Radio Systems. The WRPS delivers exceptional police services to more than 600,000 residents. As the Manager, Radio Systems


You Will:

  • Oversee security, confidentiality, and backup measures for all Voice and Mobile Radio network, applications, and equipment, including adequate protection from fire, theft, misuse, intrusion, and/or other damage; and
  • Proactively recommends courses of action to maintain cost competitiveness. Identifies, recommends, and drives opportunities to increase operational cost savings, efficiencies, consistent quality, and continuous improvement and effectiveness;
  • Serve as a technical expert and advisor on programs, systems, and other operational matters for the Waterloo P25 Radio Network, including recommendations and operational planning;
  • Communicate with various federal, provincial, and municipal government agencies to ensure appropriate licensing, permits, tenancy agreements, etc. are in place to support telecommunications systems;
  • Prepare specifications for RFPs and evaluates and recommend approval for telecommunications and technology equipment. Assist in negotiating contracts with suppliers and agencies;
  • Interpret technical data and concepts, engineering designs, and interoperable radio technology; and communicates the information to a variety of audiences, both internal and external;
  • Monitor performance, availability, reliability, and security of all production systems and networks;
  • Provide operational leadership through a positive, proactive, engaging, and people-first leadership style achieved through effective coaching, advising, mentoring, communicating, and educating employees within the branch;
  • Establish performance criteria and oversee and conduct employee performance evaluations and reviews the overall performance of the branch;
  • Foster a positive, supportive, and collaborative team approach, managing conflict, and addressing developmental and performance progression and disciplinary issues;
  • Facilitate discussions with other potential regional and national users of the P25RN such as Information Technology, government agencies, Fire Services, Law Enforcement, and Emergency Medical Services;
  • Recommend policy direction and amendments. Establish and improve Radio standard operating procedures and Branch policies to ensure effective operations of the WRPS and the delivery of reliable public safety radio technical services to all Service members, partners, and the public;
  • Perform RF system optimization and ensures compliance with Motorola R56 audits;
  • Assist with the evaluation and planning of future Waterloo P25 Radio Network expansion and technology migration;
  • Perform other duties as required and assigned.
  • Prepare, monitor, and control the operating and capital budgets of the Service and Shared Service budget;
  • Research and make recommendations on the acquisition, upgrade, and distribution of Radio network and associated telecommunications infrastructure and equipment (e.g., voice radio system, telecommunication interconnects, etc.), as well as unit-specific specialized equipment;
  • Ensure the terms and conditions of the warranty/maintenance contract obligations are met and complied with, including System Administration, Inventory Management, Configuration Management, Site Management, User Group Support, Vendor Management, installation support, and maintenance of Analog & Digital, Conventional & Trunking two-way radio communications equipment including P25, and Land Mobile Radio (LMR) systems;
  • Serve as the primary liaison between the WRPS management, dispatch operations, shared services partners, Motorola Solutions, ISED, and third-party contractors, and works closely and collaboratively to provide technical support to all system stakeholders and partners;
  • Manage the design, implementation, and commissioning of the new P25 WRPS radio system and any additional future systems;
  • Partner with the Communications Centre, Manager, Information Technology, and vendors to research, analyze and strategize the planning of the PSAP as it relates to the Radio System;
  • Develop, manage, and administer the Waterloo P25 Radio Network infrastructure, including, but not limited to, voice, data, and enhanced wireless and radio communications services and related systems;
  • Act as a project leader and make presentations regarding Waterloo P25 Radio Network system implementation, project changes, efficiencies of the system, and lifecycle management to Executive and Senior Management and/or the Police Services Board;
  • Assist with preparing Police Services Board reports and attend Police Services Board meetings as required. May be required to communicate with Service solicitors to assist in the preparation of legal documents, contracts, Statements of Work, etc;
  • Establish functional radio support, administration, and maintenance to undertake the Level 1 infrastructure and subscriber maintenance and support for the lifecycle of the Waterloo P25 Radio Network;
  • Oversee the maintenance of records pertaining to the Waterloo P25 Radio Network, e.g., maintenance, repairs, and issues;


You Have:

  • A valid Class G Ontario driver’s license with no more than six demerit points is required to travel within and outside of the Region.
  • Strategic management skills in achieving organizational goals and an understanding of the government issues and concerns that relate to the operation of the 700 MHz, 800 MHz, and conventional interoperable radio systems;
  • Successful completion of a three-year diploma in Computer Science, Math, or Electronics. An equivalent combination of education and experience may be considered;
  • Comprehensive knowledge of P25 radio system management is an asset;
  • Maintain advanced technical competence as it relates to Radio and Wireless systems and their components, system integration, planning, and execution of large IT and Radio initiatives/projects, voice and wireless telecommunications, process improvement principles, and techniques;
  • Knowledge of UHF, and VHF public bands;
  • Demonstrated successful track record in change management methodologies, tools, and frameworks, and a strong drive for innovation and efficiency to support strategic branch objectives;
  • Strong, proven leadership abilities and experience are required;
  • Demonstrated understanding of Computer Aided Dispatch Systems and their interface with P25 Radio Systems;
  • Excellent skills in communication and human relations, emotional intelligence, facilitation, negotiation, public relations, and presentations;
  • Public sector experience in a unionized environment is considered an asset;
  • Seven (7) years of progressive experience and comprehensive knowledge of networks and large-scale infrastructure projects including experience managing and supervising staff (assigning work, providing feedback, etc.). Experience overseeing external contractors is preferred;
  • Expert level knowledge of regulatory and technical aspects of the operations and maintenance of 700/800 MHz trunked radio systems, C4FM, CQPSK, H-DQPSK, H-CPM, CDMA, GPS, Radio Frequency (RF) coordination and interference studies, and Internet Protocol (IP) networking technology;
  • Superior analytical, critical thinking, and problem-solving skills to plan and prepare budgets, conduct data analysis, and make recommendations and decisions on various branch issues;
