Job Summary


The primary care Innovation Support Unit (ISU) was created in 2018 to connect, engage, and partner with those who are actively involved in change in primary care. The ISU is situated in the UBC Department of Family Practice (DFP) and is focused on supporting the changes that can help address the current crisis in BC primary care. We work with collaborators in the BC Ministry of Health, BC primary care communities, fellow academics at UBC and at other institutions, and several other groups. Our areas of focus are related to provincial strategic elements that are seeking to address the crises and provide more equitable primary care. Thus, we have projects related to Primary Care Networks (PCNs) and team-based care (TBC) among other areas.


We support our partners with our adaptable, action-oriented research and innovation paradigm, acknowledging our position in this complex, adaptive primary care system. Our projects vary over time and have spanned from helping clinical teams work together on how they want to work together, to supporting community and provincial system planning, to simulation modeling, to podcasting. Throughout, we seek to find where our team and position are uniquely suited to help.


The ISU team is currently organized around two strategic workstreams: research and evaluation, and primary care transformation support. These focus on different needs in the primary care system. Each workstream has several applied, multi-method action-oriented projects.

The ISU has opportunities for people with a range of evaluation skills and experience to broaden the team’s views as we tackle the complex challenges in primary care. We are looking for diversity and a broad range of experiences to complement other members of the team. To enable adaptability and nimbleness, we have adopted aspects from modern organizational works like Brave New Work, Reinventing Organizations, agile project management, and Holacracy. This allows for the work and our team to iterate and evolve.


We seeking an Evaluation Project Lead with a mix of quantitative, qualitative, community engagement and evaluation skills. The ISU Evaluation Project Lead will be responsible for leading several projects within the research and evaluation workstream, collaboratively working within our adaptable team. The ISU Evaluation Project Lead will provide leadership and work with considerable autonomy while collaborating and communicating with ISU connected faculty, system partners, and other team members to develop, plan and manage the projects they are responsible for.


Organizational Status


The Department of Family Practice supports researchers and faculty throughout the province. The ISU sits in the department and is PI grant/project funded from a variety of sources, both research and innovation. The ISU collaborates with the Ministry of Health, Health Authorities, Divisions of Family Practice, communities, and other provincial organizations to develop and link evidence to change initiatives.


Work Performed


The ISU Evaluation Project Lead will support the Research and Evaluation Workstream Lead and will lead several projects within the workstream with considerable collaborative autonomy. Responsibilities will include:


  • -Linking ideas and stakeholders across workstreams
  • Attending provincial committees related to projects
  • Collaborating across the ISU, including:
  • -Developing and running workshops to gather information and complete co-design activities related to evaluation
  • Planning, managing, and handling communications for the projects
  • Managing evaluation projects to successful completion, leading team members to support the work.
  • -Engaging in our regular team activities
  • Developing innovative methods within the projects such as
  • -Adapting ISU methods
  • -Overseeing data collection and analysis
  • -Coordinating capacity across projects in the ISU
  • Developing project plans, setting priorities, timelines and goals, aligning within the work of the ISU
  • Sharing work with stakeholders through online and other venues as appropriate
  • Designing or utilizing existing evaluation and research frameworks
  • -Preparing and coordinating manuscripts for publication
  • -Sharing expertise across workstreams
  • Adapt to changing needs of the system, modifying project plans and activities accordingly.
  • -Adapting / developing new methods to solve the problems set out for a project
  • -Organizing and coordinating activities with communities and stakeholders
  • -Engaging directly with stakeholders
  • -Developing additional grants / funding opportunities
  • -Leading literature reviews related to the workstream
  • -Engaging with ISU leadership to provide input into overall direction for the ISU as new workstreams are considered over time.
  • -Developing knowledge across workstreams and suggesting efficiencies, improvements and innovations within and between workstreams
  • Travel may be required occasionally when working and collaborating with partner projects – e.g. overnight trips up to 1-2 times/month during project time
  • Summarizing activities to inform ISU reports / publications
  • Working with stakeholders and developing and maintaining relationships with relevant provincial, regional and or community partners. This will include:
  • Performing other related duties as assigned
  • Selecting appropriate indicators and survey tools for evaluation projects


The ISU has worked to develop a clear model of distributed accountabilities across our roles, with each member holding specific roles in one or more project. As ISU adapts to the changing needs in primary care, specific projects will evolve over time. It is expected that specific roles may well have accountabilities to different other roles. The successful candidate will work independently with wide latitude and with regular consultation within the ISU team, drawing on our collective strengths to have a positive impact.


Consequence of Error/Judgement


The Evaluation Project Lead will be a representative of the ISU and the Department of Family Practice and thus when meeting with members of the community will be required to demonstrate a high degree of expertise and professionalism. The Evaluation Project Lead plays a critical role in the ISU team and will work with a high degree of autonomy while also working as part of a highly functioning team. The Evaluation Project Lead will exercise professional judgement and initiative in the overall coordination of their projects and in managing collaborations with our partners. The position is accountable for planning and effective execution of research activities assigned and the projects are applied, having direct impact in the primary care system. The Evaluation Project Lead may be collecting data that is sensitive in nature and confidential and as such will be required to exercise discretion. The ISU has a growing reputation for the support of innovative, responsive evidence-based problem solving and has worked hard to build strong relationships with our stakeholders. Failure to produce quality deliverables while maintaining relationships would be extremely detrimental to the ISU and to the Department of Family Practice.


Supervision Received


This position will report to the Director, Innovation Support Unit and the Research and Evaluation Workstream Lead.


Supervision Given


Will provide direct supervision and guidance to other ISU team members through our role and accountabilities matrix. This will include supervision and mentorship of ISU analysts, and at times students and other learners.


Minimum Qualifications


For research work, a post-graduate degree or equivalent professional designation with a minimum of four years of related experience, or an equivalent combination of education and experience. Otherwise, an undergraduate degree in a relevant discipline is required with a minimum of six years of related experience, or an equivalent combination of education and experience.

Preferred Qualifications


  • Graduate degree or equivalent professional designation required in a related field (Health Information Sciences, Life Sciences, Public Health, etc.) or equivalent combination of experience and education.
  • Experience with health data analysis an asset.
  • Work in primary care or clinical experience in primary care an asset.
  • Experience in evaluation methods, qualitative and/or quantitative research, and group facilitation (of focus groups and/or other community engagement strategies) is desired
  • Experience in design thinking methods and approaches to problem solving an asset.
